The City of Nashua, Division of Public Works, is seeking bids for flow monitoring services at 17 locations and 3 rain gauge locations. The contract term is for three years, with options for two one-year extensions. Bids are to be submitted electronically via Bonfire or as paper copies by June 10, 2026, at 2:00 PM. A mandatory pre-bid meeting is scheduled for May 27, 2026. Bidders must be qualified independent contractors with experience in sewer collection system flow monitoring. The award will be based on the lowest responsive and responsible bidder. The city reserves the right to reject any or all bids. Additional documents required include a bid form, bid summary schedule, noncollusion affidavit, and references. Insurance requirements include general liability, auto liability, and workers' compensation.
The bid must be received no later than 2:00 PM on Wednesday, June 10, 2026. The contract term is for an initial period of three years, commencing on or about July 1, 2026, and terminating on June 30, 2029, with potential for two additional one-year extensions.
The city of Nashua will pay for work satisfactorily completed and accurately invoiced within thirty (30) days from the time of approval by the city of Nashua. Invoices should contain a valid purchase order number.
The contract will be awarded to the bidder that is designated by the City of Nashua as the lowest responsive and responsible bidder.
To be eligible for an award, a bidder must be deemed responsible by demonstrating the ability, capacity, and skill to provide the goods or services required, within the time frame specified, with a satisfactory record of integrity, reputation, judgment, and experience, and sufficient financial resources. The selected contractor shall be a professional firm regularly engaged in sewer collection system flow monitoring.
A mandatory pre-bid meeting to discuss the project is scheduled for Wednesday, May 27, 2026, at 10:00 AM at the Wastewater Treatment Facility, 2 Sawmill Road, Nashua, NH. The meeting can also be attended via Zoom.
Any bidder submitting a bid may appeal a pending award prior to award by the city by submitting a written protest to the city's purchasing manager within five (5) business days after the bid opening.
The City of Nashua will reject the bid of any proposer who is presently debarred, declared ineligible or excluded by any federal department or agency, or who has previously failed to perform any contract properly, is not in a position to perform the contract, or has neglected the payment of bills or otherwise disregarded its obligations. Bids may also be found nonresponsive for reasons such as failure to sign the bid, furnish required bid bonds, include a unit bid price for each item, or include a total amount for the bid.
