This is a Request for Proposal (RFP) for the replacement of a water softener system at the Audie L. Murphy Memorial Veterans Hospital. The contractor shall provide all labor, supervision, materials, and equipment to complete the work in accordance with the Statement of Work. The solicitation is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. Performance and payment bonds are required. A mandatory site visit is scheduled for March 10, 2026. RFIs are due by March 16, 2026, and proposals are due by April 2, 2026. The estimated construction magnitude is between $2,000,000 and $5,000,000. The total estimated construction period of performance is 548 calendar days.

The contractor shall submit a schedule of values after the kickoff meeting. Invoices are to be submitted through the Tungsten system. Payment will be made by the Department of Veterans Affairs.
The government intends to make an award based on which offeror provides the best value to the government considering and comparing the past performance and price of each remaining offeror. Past performance is significantly more important than price in this process.
Offerors must provide their current EMR (Experience Modification Rating) or verifiable equivalent, with an EMR less than or equal to 1. 00 considered technically acceptable. For past performance, offerors are encouraged to submit information relating to up to three projects completed within the last three years of at least $2 million.
A site visit is mandatory and scheduled for March 10, 2026, at 8:00 am CST at the main hospital entrance.
RFIs (Requests for Information) are due by March 16, 2026, by 10:00 am CST.
