Quotations must be responsive to the terms and conditions. Evaluation is based on lowest price technically acceptable criteria. Failure to submit all required documentation may result in disqualification. All aspects of the offer must be returned no later than 3:00 PM CDT on June 5, 2026.

All quotations must be responsive to the terms and conditions. Any exceptions must be detailed. Contractors working on the Argonne site must comply with ES&H requirements. Evaluation is based on lowest price, technically acceptable criteria. Failure to submit all required documentation may result in offer withdrawal. This is a sole-source procurement for a study on the impact of heat treatment and temperature on the very high cycle fatigue of LPBF GRX810 material. The University of Toledo is the selected vendor. The vendor must complete machining, mechanical testing, and fatigue testing within 20 weeks of receiving all samples. The vendor must have experience testing materials using ultrasonic fatigue testing at room and elevated temperatures up to ****, testing NASA oxide dispersion strengthened (ODS) alloys, and preparing samples for unique surface texture requirements. The vendor must complete machining and grinding of ultrasonic fatigue specimens, according to drawings. The vendor must complete ultrasonic fatigue testing at room and elevated temperatures up to **** on 60 specimens. The vendor must complete post-test fractographic characterization and analysis of room and elevated temperature specimens and provide a summary of data in addition to fractographic analysis. The vendor must provide updates on fatigue testing to allow adjustments to conditions if necessary. The vendor must provide a final report in the form of a journal article and summary slides. The vendor must provide updates on any characterization of provided specimens before and after testing. NASA will provide detailed test matrices and discuss as necessary. The contractor must ship all deliverables and returned samples to the Marshall Space Flight Center.
