The Office of State Procurement has suspended in-person attendance at public bid openings. Bidders can access a live audio and video stream of the opening at www. ***. *. * at 9:45 AM CST on the opening date (09/09/2025). Vendors must be registered in the LAgov vendor system to submit an online bid. A W9 is required if newly registered. The contract is for
waste disposal service at the Raymond Laborde Correctional Center, Garment Factory, in Cottonport, LA, effective from the award date to June 30, 2026, with an option for two additional 12-month extensions. All bid documents, including attachments A, B, and C, must be included in the submission. Bid prices must be typed, written in ink, or submitted online. Payment is due within 30 days of invoice or delivery, whichever is later. All bids must be returned in an envelope or submitted online by the bid opening date. Faxed alterations to bids received before the opening time will be considered, provided the bid form and faxed alteration have been received and timestamped before the opening. Alterations to price must be received in a sealed envelope with the bid number, opening date and time displayed on the outside of the envelope and time stamped before bid opening or via the online vendor portal. The entire bid should be returned, except item pages not bid. Bidders must specify the brand and model number of the product offered. Bidders proposing an equivalent brand or model should submit information such as illustrations, descriptive literature, and technical data. The vendor is responsible for including all applicable taxes in the bid price. All products must be new, never previously used, and the current model and packaging. The manufacturer's standard warranty will apply. The State of Louisiana has the right to terminate the contract for various reasons, including misrepresentation, fraud, or breach of contract. Failure to deliver within the specified time or to provide services as specified will constitute a default. All contracts shall be construed in accordance with Louisiana law. Bidders must comply with Louisiana civil rights laws and ADA accessibility requirements. Evidence of authority to sign and submit bids is required. Any public entity is authorized to reject a proposal or bid from a business in which any individual with an ownership interest of five percent or more has been convicted of a state felony or equivalent federal felony crime. The contractor agrees to adhere to the Copeland Anti-kickback Act, Clean Air Act, Clean Water Act, Energy Policy and Conservation Act, anti-lobbying and debarment act, and prohibition of discriminatory boycotts of Israel. The contractor shall comply with the provisions of LA R. S. 23:995 and federal law pertaining to everify in the performance of services under the contract. All bid amounts shall be submitted in US dollars. Independent price determination is required.
