Sealed bids are sought for traffic signalization improvements at multiple locations. Bids are due by 3:00 PM local time on August 20, 2026, and will be opened publicly. An optional virtual pre-bid conference is scheduled for July 30, 2026. Questions must be submitted in writing by August 13, 2026. Addenda will be posted by August 14, 2026. The project involves signal replacement, pedestrian upgrades, and new signal design. Bidders must be qualified and may be required to submit evidence of qualifications within five days of request. Bids must be submitted using the provided forms and include bid security of 5% of the total base bid. The contract will be awarded to the responsible bidder submitting the lowest responsive base bid. A performance bond and labor and material payment bond of 100% of the bid will be required.
Bids must be received by the City of Lynchburg, Procurement Division, no later than 3:00 p. m. , local time prevailing August 20, 2026.
The owner shall make partial payment on a monthly basis to the contractor in accordance with the contract documents on the basis of a duly certified and approved estimate of work performed during the preceding calendar month, less five percent (5%) which may be retained by the owner until all work has been performed and accepted.
The award of the contract will be to the responsible bidder submitting the lowest responsive base bid.
Each bidder must be prepared to submit within five calendar days of the owners request written evidence of his qualifications for the project, including financial data, previous experience, resources, personnel and evidence of authority to conduct business in the jurisdiction where the project is located.
Liquidated damages shall be **** for each day that expires after the time specified for completion.
Bidders are requested and expected to visit the site of the project to alert themselves to local and special conditions.
Protests to award a contract shall be in writing and shall be received by the City Manager not later than five (5) business days after announcement of the award or decision to award.
Failure to acknowledge addenda may deem the bid nonresponsive. Late bids will not be considered. Any changes, erasures, modifications, deletions in the bid form, or alternate proposals not specified in the advertisement for bids may make the bid irregular and subject to rejection.
