Phase 2: If selected based on qualifications, at negotiations, the offeror will provide price, include the percentage of project cost and dollar amount, and cost fee schedule. The professional fees under the contract may not exceed any maximum provided by law.

The proposer must demonstrate the capability to perform an efficiency audit. Public accounting firms that have performed efficiency audits for similar entities are encouraged to file a proposal.

The last day for questions and clarifications is April 29, 2026, at 11:55:00 PM MT. All questions must be submitted through the ebid system. Any questions submitted through email will not be considered.

The deadline for submission of offers is June 22, 2026.

This is a zero-cost contract with the board, meaning there will be no monetary obligation or payment from the agency for the vendor's performance.

Offers will be evaluated under a best value standard with criteria including project approach (50%), experience and qualifications (35%), and past performance (15%).

The proposal must address the respondent's demonstrated experience, past performance, and demonstrated reliability and competence in administering and delivering computer-based CE tracking for professional development activities.

A pre-offer inspection is not applicable for this RFO.

The RFO does not require the submission of samples.

Any actual or prospective respondent who is aggrieved in connection with this RFO evaluation or award of any contract resulting from this RFO may formally protest as provided in CPA's rules at 34 TAC, Part 1, Chapter 20, Subchapter F, Division 3.
