Sealed proposals will be received online via pennbid until 10:00 am, prevailing time, July 29, 2026.

The Municipal Authority of Westmoreland County reserves the right to waive any informality in any bid received, to reject any bids, or to accept any bid it deems in its best interest.

A mandatory site visit is required, as indicated by mandatory site visit file type: any . 1 required page 13.

Any bid not submitted under the above conditions will be rejected.

Shipments will deliver in multiple configurations as produced. The government will make the first delivery within two weeks of contract award. The contractor shall return the first shipment within 30 days. The second shipment will be delivered within 20 days. The final shipment will be delivered within 20 days. Early delivery is authorized at no additional cost to the government. Delivery times and quantity are subject to change. The period of performance for the base year is from date of award to one year thereafter.

Payment will be made by DFAS, via Wide Area Workflow (WAWF). Invoicing instructions for this solicitation are detailed in the document.

The U. S. Government intends to award one firm-fixed price contract to the responsive and responsible contractor with the lowest price to the government.

The contractor is responsible for providing a property management plan iaw FAR **** within 30 days after award. The contractor shall submit its property management system (PMS) procedures no later than thirty (30) days after award.

The bidding contractor shall submit coupon testing results of the salt fog testing, with all lab documentation and quality division notes, before starting the process on the first shipment. The government can provide a coupon of aluminum for processing by the contractor upon request.

If a quoter fails to quote prices for all quantity ranges and years, the government may reject that quote as unacceptable. This requirement is all or none, meaning if your firm is awarded this requirement your firm must have the ability to fulfill this RFQ in full. Partial quotes shall not be accepted.

The bid opening and due date is July 29, 2026, at 11:30 AM. Bidders must ensure their bid package is uploaded to the eprocurement site by this deadline.

The laboratory shall submit monthly invoices for work performed in the preceding weekly period.

The contractor shall guarantee any or all materials and services supplied under these specifications. Defective or inferior items shall be replaced at the expense of the vendor.

South River will award this competitive contract in accord with price and other factors as outlined within N. J. S. A 40A:11-4. 1 et. seq. , and N. J. A. C. 5:34-4. 1 et. seq. Method of award shall be ratings upon responses of price and other factors.

The laboratory and/or its subcontract laboratory must be licensed by the State of New Jersey and must be certified to perform all tests that the laboratory bids on. Said certification shall be current at the time of the competitive contract and be maintained for the full term of the contract.

If, because of error or delay by the laboratory, the Borough is fined by the NJDEP or the USEPA, the laboratory shall be liable for the full cost of such fine and all other costs incurred by the Borough due to said error or delay.

Sampling is to be performed by the lab. The laboratory shall include the cost of blank testing in the unit prices and supply the Borough with current DMRQA study results.

Any bid document received after the deadline established by the Department of Purchasing will not be accepted. Failure to submit required documentation may be cause for rejection of the bid.

Proposals must be submitted electronically via the Empire State Bid System website at www. ***. *. * until 2:00 p. m. on August 13, 2026.

Submittals will be evaluated based on qualifications, experience, and prior performance (40 points), proposed staffing plan and subcontractor plan (20 points), general plan for execution of the project (30 points), and experience with CWSRF program (10 points).

Proposals must include a complete, well-organized qualifications statement demonstrating experience in industrial wastewater treatment process design and engineering, site development, mechanical, electrical, environmental permitting, equipment and construction procurement, cost estimation, construction administration, startup, and commissioning.

Should a discrepancy be found in, or omissions from the specifications, requirements for contract, or bid proposal form, or should the bidder be in doubt as to their meaning, they shall at once, no later than seven days prior to submission of proposal, notify the purchasing director in writing.
