Request for Proposals (RFP) for Construction Management at Risk (CMAR) services for district facility needs study and potential new middle school construction or renovations/expansions. Proposals are due July 1, 2026, at 1:00 PM EST. A mandatory pre-proposal meeting is scheduled for June 11, 2026. Questions must be submitted by June 16, 2026. The contract term is one year, with four possible one-year renewals. The selection criteria include firm overview, relevant experience, proximity, approach, fees, and financial information. Offerors must submit one original, four copies, and one redacted copy (preferably on CD/thumb drive). Faxed or emailed bids are not acceptable.

The vendor shall supply a guarantee for all workmanship for the equipment for a period comparable to industry standards. When defects or faulty materials are discovered during the guarantee period, the vendor shall, immediately, upon notification by the district, process at hisher own expense, to repair or replace the same.
The contract will be awarded to the most responsive and responsible offerors whose bid proposal is determined to be the most advantageous to the district, based on criteria including firm overview, relevant construction experience, proximity to sites, approach to CMATRisk, CM fees, and financial information/claims history.
Offerors must be regularly established in the business called for, financially responsible, and able to show evidence of their reliability, ability, and experience. A current copy of the state of South Carolina Contractors/Construction Managers license is required.
If the contractor fails to complete the contract within the established time limit, they shall pay liquidated damages of **** per day minimum. Should the contractor fail to complete the contract within the established time limit, or at the later date as authorized in writing by the director of procurement, heshe shall pay liquidated damages in the sum of one hundred dollars **** per day minimum and/or in accordance with the district procurement code.
