This is a public tender notice from Public Utility District No. 1 of Clallam County for 2026 Pole Inspection, Treating, and Reporting services. Prequalified contractors are invited to submit sealed bids. Bid packets and contract documents can be downloaded from the district's website. Bids must be received by 2:30 p. m. Pacific Time on May 5, 2026, and will be opened publicly at 3:00 p. m. on the same day. Each bid must include a bid bond, certified check, or cashier's check for 5% of the bid amount. Bidders must be prequalified in accordance with Washington State regulations. Supplemental bidder responsibility criteria include specific training and experience for the treating foreman. Questions must be submitted by April 28, 2026. The project completion date is November 5, 2026. The estimated total value is $195,****, excluding WSST. The contract requires payment of prevailing wages and specific insurance coverage.
The project must be completed on or before November 5, 2026.
Monthly progress payments will be made by the district to the contractor within thirty days of receipt of a billing statement, provided that the district representative verifies the accuracy of the billing or corrects it as mutually agreeable to the district and the contractor. The district shall reserve a contract retainage not to exceed five percent of the moneys earned by the contractor.
All bidders must be prequalified high voltage electrical contractors in accordance with ****, prior to submitting a bid. The bidder must also meet supplemental bidder responsibility criteria, including providing a treating foreman with specific training and experience, and current certifications in first aid and CPR.
Should the contractor neglect, refuse, or fail to complete wood pole inspections and treatments within the time herein proposed, the district shall have the right to deduct and retain from monies due, $50 per day for the first thirty days beyond the specified completion date and $100 per day thereafter as liquidated damages.
An inspection tour of the areas to be inspected, treated, and/or reported is not scheduled; however, if the contractor wishes to view a representative area or needs further information, the contractor should contact Jason Seibel.
Bidders with concerns about relevancy or restrictiveness of the required supplemental bidder responsibility criteria may make or submit requests in writing to the district to modify the criteria. Such requests shall describe the exact nature of the concerns and proposes specific modifications to the criteria that will make the criteria more relevant and/or less restrictive of competition. Bidders shall submit in writing, such requests to the district no later than 7 business days prior to the bid submittal deadline.
This project has a not-to-exceed amount of $195,**** not including WSST.
