The State of Hawaii, Department of Corrections and Rehabilitation, is seeking proposals for a multicustody level correctional facility to house and supervise male Hawaii offenders. The facility must provide a comprehensive range of correctional services including education, substance abuse programs, vocational training, healthcare (medical, dental, vision, mental health), recreation, and security. The contract term will be for an initial 3-year period with possible extensions. A non-mandatory orientation will be held on May 28, 2026. Proposals must be postmarked by the USPS on or before June 22, 2026, and physically received no later than 10 calendar days from the submittal deadline. Private mail deliveries must be received by 4:30 p. m. HST on June 22, 2026. Written questions are due by June 1, 2026, with responses provided by June 8, 2026. Proposals shall be mailed, postmarked by the United States Postal Service (USPS) on or before June 22, 2026, and received no later than 10 calendar days from the submittal deadline. Proposals mailed via private mail services such as FedEx or UPS must be physically received by 4:30 p. m. , HST on June 22, 2026, not postmarked.
The state shall have up to thirty (30) calendar days after receipt of the original invoice to make payment. A tax clearance certificate, not over two months old, with an original green certified copy stamp, must accompany the invoice for final payment on the contract.
The evaluation of proposals will be conducted in three phases: Phase 1 evaluation of proposal requirements, Phase 2 evaluation of proposal application, and Phase 3 recommendation for award. The evaluation criteria include General Requirements, Experience and Qualifications, Inmate Services, Programming, Health Care, Security Safety, and Cost.
The applicant shall submit a proposal that describes a correctional facility meeting minimum requirements including being a prison, having a rated capacity of no less than 1,800 beds, capable of housing close custody inmates, and capable of accepting inmates convicted of capital or felony A crimes. Applicants must also comply with all state and federal laws and ACA standards.
Failure to maintain full compliance with the Prison Rape Elimination Act (PREA) may result in liquidated damages of $100 per day for each day after the specific cure period, subject to a maximum of $10,**** following the first 3-year PREA audit cycle and a maximum of $15,**** following each subsequent PREA audit cycle.
The institutions division mainland branch will conduct a non-mandatory orientation on May 28, 2026, from 10:00 a. m. to 11:00 noon HST via Microsoft Teams.
Pursuant to HRS **** and HAR Chapter 148, an applicant aggrieved by an award of a contract may file a protest within five working days of the postmark of the notice of findings and decision.
A proposal may be automatically rejected for failure to cooperate or deal in good faith, inadequate accounting system, late proposals, inadequate response to request for proposals, proposal not responsive, or applicant not responsible.
