The Gordon County Board of Commissioners is requesting proposals for debris removal and disposal services for a 3-year period. The solicitation aims to establish a pre-event contract with no immediate cost to the county. Up to two experienced firms will be selected to remove and dispose of disaster-generated debris from public property and right-of-ways, and to set up temporary debris staging and reduction sites. Bids must be sealed and include a qualification proposal, completed price proposal forms, an authorized signature, and other required documents. The successful supplier must submit additional items within ten calendar days of notification. Proposals are due by December 11th, 2025, at 2:00 PM. The county's evaluation criteria will include knowledge of FEMA regulations, operational plans, proposed pricing, past performance, and local/minority participation. The county may require presentations from shortlisted firms and will negotiate with the top-ranked respondents. The successful contractor will not be responsible for preparing FEMA project worksheets, but will provide full support to the debris management consultant. The contractor must complete debris management operations in a maximum of 120 days. The contractor will be responsible for the lawful disposal of all debris and debris reduction byproducts. The contractor will be responsible for the removal and disposal of hazardous material. The contractor shall have a maximum of 24 hours from notification by the county to mobilize and begin their response. Failure to mobilize in the allowed time may result in a penalty. The contractor will provide weekly public notices of the debris removal schedule. The contractor shall advertise these notices in the sunday additions of two 2 local major newspapers and shall be of sufficient size to be easily seen by readers. The contractor shall also advertise these notices on two 2 local major radio stations, which have markets in gordon county, georgia. The radio announcements shall be aired a minimum of four 4 times daily during the period with peak listeners for a minimum of thirty 30 seconds each and be run a minimum of three 3 days per week. All public notices must be approved by gordon county, georgia prior to release. The notices shall contain a description of the work, how debris should be placed on the right of way, what is eligible debris, and the schedule for removal. The proposal should outline the ability to provide expert guidance with the current federal, state and local guidelines and regulations as they relate to disaster generated debris. The contractor shall provide all labor, equipment, machines and tools necessary to load and haul eligible disastergenerated debris. The contractor shall provide gordon county, georgia with a weekly report outlining the status of all damage concerns. Liquidated damages shall be assessed at 1, **** per calendar day for any time over the maximum allowable time established by the contract to make the necessary repairs. The contractor shall provide a complete scenario for the various scopes of work and scenarios of different types of events. Each scenario will include how the work will be accomplished, the quality control, how fema requirements will be met. Include the operational processes for the debris reduction sites. The proposer should identify the resources they will mobilize for each scenario and state their commitment and timeframe to deploy these resources when called upon. The City of Worcester is seeking bids for brush/debris removal and securing of properties. Bids must be submitted by November 19, 2025, at 10:00 AM. The contract will be for one year, with possible renewals. Bidders must provide a certified check or bid bond. A performance bond and payment bond are required. Questions must be submitted in writing or via email five days before the bid opening. The contractor must indemnify the city. Awards will be made to the lowest net price bidder. Deliveries and/or completion are subject to strikes, lockouts, accidents and/or acts of god. Commercial general liability insurance and automobile liability insurance are required. The supplier guarantees all equipment, materials and/or workmanship for a period of one year after final inspection and acceptance. Delivery and/or completion to be made within 2 days from date of notification by the city. Samples of the product to be delivered may be taken by a representative of the city. The contractor must not engage in any practice which shall violate any provisions of massachusetts general laws, chapter 151b, relative to discrimination. The procurement officer shall award the contract to the lowest responsible and responsive bidder. The contractor's performance may be evaluated on an ongoing basis including but not limited to consideration of complaints received from members of the public. The contractor shall provide the city with documents and records upon request. The contractor, acting through its owners or any of its employees, or its agents or subcontractors and any of their employees, shall not engage in any behavior, whether during the course of its duties under this contract or at any other time, that is illegal, criminal or otherwise shocking or offensive to the general public. The contractor must submit a minimum of three references demonstrating successful work history of a similar size and nature. The city may act as its own reference.
