The period of performance is August 1, 2026 - July 31, 2027, unless contract award passes the start date, in which case the start date will be the day of award.

Invoices shall be submitted monthly. Payment will be made in accordance with the prompt payment act and prompt payment regulations.

The contractor warrants and implies that the items delivered hereunder are merchantable and fit for use for the particular purpose described in this contract.

Offerors must complete and return all information designated in section E prior to the time specified in block 8. Blocks 30a, 30b, and 30c on page 1 must be completed and signed to be considered for award.

Site visits are scheduled for Dallas on June 4, 2026, and Bonham on June 5, 2026. Site visits are not mandatory and are at the discretion of the offeror.

Quotations that do not comply with the terms of the solicitation may not be considered for award.

The period of performance for this effort includes a five-year base period from February 28, 2027, to February 27, 2032, with an optional six-month extension from February 28, 2032, to August 27, 2032.

The contractor shall utilize the authorized DoD Third Party Payment System (TPPS) for payment of transportation services. The contractor shall establish an electronic trading partner relationship with the TPPS to submit electronic invoices and receive payment from the government.

The government intends to award a single Indefinite Delivery Indefinite Quantity (IDIQ) contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation, will be most advantageous to the government, price and other factors considered.

This acquisition is set aside for small business concerns. Offerors must be a responsible source. Contractor personnel requiring access to federally controlled facilities and information systems must undergo a national agency check with inquiries (NACI) and submit fingerprint cards. US citizenship is a requirement for individuals with access to Personally Identifiable Information (PII) or Privacy Act information. Contractor employees must meet eligibility requirements for a national security, noncritical sensitive (NCS) position at a minimum.

The document details contractor liability for loss, theft, delay, damage, or destruction of cargo. Penalties for late cyber incident reporting are also mentioned, with a requirement for notification within 72 hours of discovery.

An unfavorable fingerprint result or adjudication, including no determination made, loss of jurisdiction, statement of reasons, letter of intent to deny or revoke eligibility, or any stage of pending due process, denial, suspension, or revocation of a contractor employee's investigation will result in immediate termination of access to the workspace and records.

The bid notice states that delivery must occur within e. g. , 1-3 business days of order placement.
