Bids may be uploaded until 11:00 AM EDST on Monday, August 10, 2026. Any bids received after 11:00 am edst on monday, august 10, 2026, shall be rejected.

The vendor shall submit an invoice to the city with any reasonable supporting documentation or information requested by the city. Upon satisfactory review of said invoice and documentation, the city shall promptly remit payment to the vendor.

The successful bidders shall guarantee for a minimum of three 3 years from the date of acceptance the quality of supplies and materials furnished by him/her and to remedy to the satisfaction of the petitioning department all defects and to replace all defective supplies or materials. The successful bidders furnishing and/or installing new equipment/hardware with a minimum of ninety 90 day warranty, effective from the date of acceptance of said equipment/hardware shall replace all defective, damaged or incorrectly supplied equipment/hardware.

The city of brockton reserves the absolute right to choose that product which best meets its needs and the degree of quality, workmanship, and the vendors proven ability to provide service and support after a sale, bear on that determination. The ability of the bidders to supply the service maintenance, programming, support, peripheral supplies, and ballot printing for all image cast vote 2 tabulators promptly and professionally as required by the city of brockton shall be heavily weighted in the review of bids.

It is mandatory that the proposal includes documentation of a minimum of three 3 years of election experience, including onsite maintenance service and support on hardware and software in municipalities/counties of similar size to the city of brockton. The respondent must not be experiencing any financial problems that might render it unable to complete the performance of services.

The city of brockton may, by written notice of default to the contractor, terminate the whole or any part of this contract or any shipping of work order issued pursuant thereto in any one of the following circumstances: a. if the contractor fails to make delivery of equipment, goods or supplies or to perform the services within the time specified herein or any extension thereof. If the contractor fails to perform any of the other provisions of this contract or, if in the opinion of the city, contractor so fails to make progress as to endanger the performance of this contract in accordance with its terms, and in either of these two circumstances does not correct such failure within 30 days or such longer period as the city may authorize in writing after receipt of notice from the city.

On all attachments of bid specifications, a signature is required rather than a stamp or printed name on all applicable lines. Failure to do so would be considered an informality in considering the merits of the submitted bid and/or proposal. On request, if applicable samples will be required of bidders prior to the award of the bid.

Any past record of failure to comply with this aspect of the business procedure will lead to the rejection of the bidder as not responsible to the needs of the city of brockton. A responsible bidder has the capability to perform the contract requirements and the integrity and reliability which assures good faith performance.

The city expects the winning candidate to have fully implemented email and document encryption by April 30, 2027.

Payment terms will be defined in the final contract based on the agreed project scope and budget. A detailed pricing breakdown is required.

The award will be made to the candidate who agrees to meet the city's needs, considering qualifications and cost. Proposals will be evaluated on demonstrated understanding of the project, technical approach, management plan, experience, qualifications, and contract cost.

Proposals will be evaluated on the candidate's experience in completing similar projects on time and within budget, the success of their general history, and references from clients. Personnel assigned to the project must have relevant experience and meet CJIS personnel security requirements.

A pre-proposal conference will be held on August 3, 2026, at 1:00 PM EST via Microsoft Teams. Details for joining are provided in the RFP.

Proposals that do not meet the city's IT standards will not be considered. Failure to comply with all should requirements may increase the risk of rejection, though the city may waive noncompliance at its discretion.

The contractor shall provide a no-cost warranty covering workmanship and materials for all items furnished for a minimum of one year, starting from the date of hardware acceptance by the U. The structure is to be completed by June 2027.

Contract will be paid on a weekly basis.

Proposals will be evaluated by Gtb Agriculture Food Sovereignty Department staff based upon the price, past experiences, and interview.

Each bidder is expected to fully inform themselves on all aspects of the work required. The bidder must provide evidence of ability and experience to undertake the specified objectives. Minimum qualifications include a high school diploma or GED, ability to work in field conditions, traverse uneven ground, work in adverse weather, and lift 50 lbs.

The contract may be cancelled by Gtb for noncompliance with specifications, inability to perform contracting requirements, or continued safety hazards.
