The bid due date is July 17, 2026, at 2:00 p. m. Central Time.

Bids are due by July 29, 2026, no later than 2:00 PM CT.

HCTD shall pay the bidder, upon the submission of proper invoices, within thirty (30) days of receipt of a complete and correct invoice.

The objective of this RFB is to identify and award a contract to the vendor that can meet the bid requirements and offer quality goods or services at the lowest cost.

The bidder must be an established refiner, major representative, distributor, or dealer and able to provide satisfactory evidence of their ability to furnish products or services. The bidder must have operated continuously for a minimum of 3 years as an established company providing similar goods and services and provide at least five verifiable client references.

Questions and inquiries deadline is July 15, 2026, 3:00 PM CT.

Unauthorized modifications of specifications, forms or terms may render the bid invalid. Bids received after the deadline will be deemed late, nonresponsive and will not be considered. Emailed bids will not be accepted.

Bids must be submitted online through BidNet no later than Tuesday, July 21, 2026, at 2:00 PM MT.

Contractor shall provide the City with a monthly invoice. The City's maximum payment obligation will not exceed the maximum contract amount. There are no reimbursable expenses allowed; all contractor expenses are included in Exhibit A.

The contractor shall provide a one-year warranty on all body labor, including onsite service or pickup/delivery if required. The contractor must also honor all manufacturers' warranties on installed parts.

The City will select the lowest responsive and responsible bidder, as determined to be the best value by the City in its sole discretion.

The City's determination of responsibility may include the bidder's financial resources, ability to comply with legal and regulatory requirements, ability to perform the work and complete the project on time, history of performance, reputation, and ability to obtain necessary equipment, data, and facilities.

Failure to follow instructions, making or filing more than one bid for the same work, making direct or indirect contact with city personnel involved in the IFB, city council, or media on the subject of the IFB (except as authorized), or failing to obtain advance approval for substitutions may result in disqualification.

Orders with a quantity of one must be completed and delivered within 3 working days of PO being issued. Orders of twenty or more must be completed and delivered within 6 working days of PO being issued, with exceptions for weather-related natural disasters or nationally recognized holidays.

Payments on awarded bids will be made upon delivery of equipment, vehicle, material, or supplies in accordance with established payment procedures of the division of finance of the Calcasieu Parish Sheriff's Office.

All customary guarantees for workmanship and replacements of defective parts, as specified by the manufacturer, shall apply. All warranty work is to be done within the boundary of Calcasieu Parish. If warranty work is performed beyond the boundary, transportation costs shall be borne by the successful bidder. Vendors whose authorized repair center is located outside of Calcasieu Parish must reimburse the Calcasieu Parish Sheriff's Office the IRS standard mileage rate for miles driven.

Each bid will be evaluated based upon the proposed product price, specification, product support, performance characteristics, and suitability, in the opinion of the Calcasieu Parish Sheriff's Office, to properly perform the tasks required.

Bids will be accepted only from established manufacturers or their authorized dealers. Bidders must submit the latest cuts and printed literature from the manufacturer on the proposed equipment, vehicle, material, or supplies. Bids will not be accepted unless the firm submitting the bid has an operational factory adequate for and devoted to the manufacturer of the equipment, vehicle, material, or supplies it proposes to supply.

Failure to deliver within the time specified in the bid will constitute a default and may cause cancellation of the contract and/or forfeiture of the bid guaranty. The Sheriff's Office reserves the right to purchase any or all products or services covered by the contract on the open market and to charge the contractor with cost in excess of the contract price.

Questions or inquiries regarding proposal documents or specifications are due within seven 7 days from proposal opening. Inquiries received after this time period will not be answered or addressed.

Bids may be rejected if they show additions not called for, conditional or alternate bids not called for, or for incomplete bids. Failure to submit descriptive information may cause bid to be rejected. Failure to note exceptions on the bid form will not relieve the successful bidders from supplying the actual products requested.
