This performance work statement (PWS) defines requirements for contractor-provided SCBA flow testing and hydrostatic testing of carbon cylinders for the Marine Corps Installations West (MCIW) Fire and Emergency Services (FES) departments. The services are required annually for a significant number of SCBA harnesses, masks, and carbon cylinders at multiple locations (MCB Camp Pendleton, MCLB Barstow, MCAS Miramar, and Mcagcc 29 Palms). The contractor is responsible for all management, labor, equipment, tools, materials, supplies, and services. Annual inspections, testing, maintenance, repair, and recertification of SCBA harnesses and masks by certified technicians are required. Hydrostatic testing of carbon cylinders must be performed by qualified certified technicians using DOT-approved testing units. The contractor must provide a schedule for annual inspections, approved by the contracting officer's representative (COR), prior to commencement of services. The contractor is responsible for accountability of all equipment until returned to the appropriate department. The government will provide access to the work site during normal working hours (7:30 AM - 4:30 PM PDT, Monday-Friday). The contractor must comply with all applicable federal, state, and local safety, health, and environmental regulations, including OSHA. Data management and reporting are required, including equipment serial numbers, inspection results, testing results, defects, cleaning/repair status, return to service dates, and inspector names.
