The annual report should be ready for print by the week of May 1st, 2027.

A two-year maintenance bond is required when the total contract amount with alternates is 25,000 or more, covering defects in workmanship or materials.

Award will be made to the lowest responsible and responsive bidder, considering factors like quality of performance and timely completion.

For bids over $50,000, the contractor must certify they are licensed under Louisiana Revised Statute 37:2150, et seq.

Liquidated damages are charged for each calendar day or workday work remains uncompleted after the contract time specified.

The bidder must personally inspect and be familiar with the project site.

Inquiries must be received at least seven or more working days prior to the date fixed for the opening of bids.

Substantial negative findings from the award criteria may result in the disqualification of the lowest bidder.

The designers estimate is: 2,375,747.

Delivery shall be provided no later than 60 days after receipt of order (ARO).

Award will be based upon a comparative evaluation of quotes in accordance with the simplified acquisition procedures of FAR 12. The award will be made to the response most advantageous to the government, considering technical or quality, past performance, veterans involvement, and price.

The government will issue a purchase order to the one responsible quoter whose quotation conforming to the solicitation will be most advantageous to the government, price and other factors considered.

Proposals are due by Wednesday, August 5, 2026, at 4:30 PM. Services are anticipated to begin August 19, 2026, with a website launch targeted for October 1st.

The DDA will process payment of invoices based on completeness, according to the City of Royal Oak's approved accounts payable calendar. The DDA is a tax-exempt entity.

The selected consultant will provide a warranty period following launch. Proposals should describe ongoing maintenance services and technical support availability.

The award recommendation will be based on evaluation procedures, previous experience, and performance. Qualifications include relevant experience, design quality, user experience approach, functional capabilities, project team qualifications, and cost.

Proposers may be required to demonstrate necessary facilities, abilities, and financial resources. The city may conduct investigations to determine the proposer's ability to perform the work.

Entities in bankruptcy or receivership cannot respond. Responding entities must disclose if they or their parent company are in bankruptcy/receivership. Failure to do so may result in contract termination.

Bids must be received not later than 2:00 p. m. on July 28, 2026.

Prices bid must be based upon payment in thirty 30 days after delivery and acceptance.

A two-year maintenance bond is required for projects with a total contract amount of $25,000 or more.

Award will be made to the lowest responsible and responsive bidder, considering factors such as quality of performance, timely completion, financial resources, and bidder capabilities.

Bidders must be licensed under Louisiana Revised Statute 37:2150, et seq. for public works bids of $50,000 or more. License number must be shown on the bid envelope and bid schedule.

Liquidated damages will be deducted for each calendar day or workday that work remains uncompleted after the contract time specified for completion.

A non-mandatory pre-bid conference will be held on Friday, July 10, 2026, at 10:00 a. m. at 505 Travis Street, Shreveport, LA ****, Engineering 3rd floor conference room.

Substantial negative findings from the award criteria may result in disqualification of the lowest bidder. Contractors may appeal a notice of possible disqualification.
