Project involves fiber optic infrastructure installation for a new communications facility at Muniz Air National Guard Base, Carolina, Puerto Rico. Contractor shall provide in writing, at least, one year of warranty in service, installation and components of the single mode fiber optic cable and the telephone copper cable. Single mode fiber optic cable manufacturer shall provide at least 15 years warranty, and the contractor shall be the point of contact to claim the warranty. Telephone copper cable manufacturer shall provide at least 15 years warranty, and the contractor shall be the point of contact to claim the warranty.
The government intends to award a single firm-fixed-price contract. While not explicitly stated as lowest price, the RFQ format and the nature of the service suggest a competitive bidding process where price is a primary factor.
Contractors must ensure that any personnel performing under a contract are fully trained and qualified to provide services. The government does not provide training for contractors. Specific qualifications for confined space entry and AT/OPSEC training are also required.

Requests for information (RFIs) shall be submitted on or before 2:00 PM CT on August 7, 2026.
Failure to comply with installation access requirements, including submitting a request for attendance with required documentation by the deadline, may prevent participation. Also, failure to comply with security policies and procedures, including prohibited items like firearms, can lead to disqualification.
The government's target price range for this project is between $250,000 and $500,000.
