Mowing Service Government Bids & RFPs

Quotes must be received by the purchasing office on or before 2:00 p. m. Central Daylight Time on the date specified. Any quotation received after deadline will be considered nonresponsive.

Award will be made to the lowest responsible quoting vendor, taking into consideration the quality of the services to be supplied, their conformity with specifications, the purposes for which they are required, and the time for delivery.

The university reserves the right to request a financial statement be furnished to help determine vendors ability to carry out this service.

Failure to deliver within the time specified in the RFQ will constitute a default and may cause cancellation of the contract. Failure to cut the field within 15 days notice can result in nullification of the contract.

Missing quote information, including signature authority and performance bond information, and/or exceptions to terms and conditions may cause the quote to be rejected.

Bids must be submitted electronically by August 13, 2026, at 2:00 PM CST.

The awarded respondent shall be paid upon submission of invoices. The city aims to pay invoices in time to earn any offered cash discounts. Discount time will be computed from the date of satisfactory delivery or receipt of correct invoice, whichever is later.

The contract will be awarded to the lowest responsive and responsible bidder complying with all provisions of the invitation to bid, provided the bid price is reasonable and it is in the interest of the city to accept it.

Bids will be considered from firms who have adequate personnel and equipment, are regularly engaged in the business, have a record of performance, and possess sufficient financial support, equipment, and organization to satisfactorily execute the service.

In the event supplies, services, materials, or equipment are not delivered by the specified date, there will be a deduction of $100 per day for each calendar day of delay, as liquidated damages.

Any bidder or respondent adversely affected by the city's intent to award may file a written vendor protest with the purchasing division within three business days after the intent to award is posted or otherwise issued.

Any communication initiated by a bidder outside of the established process, or any attempt to influence a member of the city council, city staff, or evaluation committee may result in immediate disqualification from further consideration.

Responses must be received no later than 2:00 p. m. on Wednesday, July 22, 2026.

The county payment terms are net 30 days unless a cash discount is allowed for payment within not less than twenty (20) days. The payment term shall begin on the date the merchandise is inspected, delivered and accepted by the county and the correct invoice is received by accounts payable.

Awarded to the overall lowest responsive and responsible bidder. The county shall award to the lowest responsive and responsible bidders per line items complying with the provisions of the eQuote.

The successful respondent is required to provide three (3) commercial or government references that can verify the successful respondent capability to perform the services requested in this solicitation. At least one of the references must be from a customer currently being serviced and the remaining two (2) should be from customers serviced within the past three (3) years.

Samples of items when required, must be furnished free of expense to the county and upon request, be returned to the vendor at the vendor's expense. Samples of selected items may be retained for comparison purposes.

Protests arising from factual or legal basis that the protestor knew or should have known prior to the submission of the bid/proposal must be submitted within three business days of the submission of the bid/proposal. Protests arising from factual or legal basis that the protestor knew or should have known subsequent to the date the bid/proposal was submitted must be submitted within ten business days after the protestor knew or should have known of such bases, but in no event shall any protest be submitted more than ten business days after the award of the contract.

Violation of the instruction not to have contact with county officers, elected officials or county employees regarding this bid prior to award of purchase order will result in your bid being found nonresponsive. The submission of more than one (1) bid to the county as the primary bidder for the same work by an individual firm, partnership or corporation under the same or different names may be grounds for disqualification of a bidder and the rejection of the bid.
