El Paso County is seeking proposals for landscape maintenance and snow removal services. The contract term is anticipated to commence on June 1, 2026, and run through December 31, 2027, with an option to renew for four additional one-year periods. Proposals must be submitted electronically through the Rocky Mountain e-Purchasing System by 3:00 p. m. MST on May 20, 2026. A recommended pre-proposal meeting is scheduled for May 6, 2026, and the deadline for submitting questions is May 8, 2026. Contractors are advised to examine the site and contract documents. Compliance with accessibility standards for information and communication technology is required. The evaluation criteria include technical competence and qualifications (25%), past performance (20%), scope of services and methodology (30%), and price (25%). All required documents, including a contractor information form, exceptions form, lobbying certification, non-collusion affidavit, and minimum insurance requirements, must be submitted. The county is exempt from sales tax.

The successful contractor shall submit monthly invoices to the county's project manager.
The award will be based on the best evaluative score, with technical competence and qualifications, past performance, scope of services and methodology, and price being the criteria.
Bids will only be considered from contractors who have been engaged in performing the described work for a minimum of two years and can produce evidence of a satisfactory record of performance, sufficient financial support, equipment, and organization.
The contractor shall promptly correct all deficiencies in service or work that fails to conform to the contract documents. If the contractor fails to correct the work within the specified period, the county reserves the right to place the contractor in default and obtain services from another contractor, charging the original contractor for these costs.
A pre-proposal meeting will be held on May 6, 2026, at 3:00 p. m. at the Valley Hi WIC Office, **** E. Fountain Blvd, ****, and a representative of the contractor is encouraged to attend.
The deadline for submitting questions is May 8, 2026, at 3:00 p. m.
