Mowing Service Government Bids & RFPs

Each bidder is expected to fully inform themselves on all aspects of the work required to be performed. The bidder must provide evidence of ability and experience to undertake the specified objectives duties in this request for proposal. Minimum qualifications include insurance, proper license for any chemicals used. A copy of a certificate of basic foodservice sanitation and/or Serve Safe is required with the bid package.

The contract may be cancelled by GTB for oncompliance with specifications, inability to perform the contracting requirements of GTE or continued safety hazards.

Sealed bids will be received until 2:00 p. m. , Thursday, June 25, 2026.

To qualify as a responsible bidder, the proposal submitted must meet or exceed the minimum requirements specified, furnish all documents requested, and submit their bid complete prior to the bid opening date and time.

Proposals that are incomplete, conditional, contain irregularities of any kind, or which are not in accord with the instructions to bidders and proposal form furnished by the department of finance may be rejected as informal.

Work shall be completed as soon as practicable but must be completed within 48 hours of original task order request.

Invoices shall be submitted via email, itemized by property. Invoices submitted without the necessary documentation will be delayed and may not be paid at the sole discretion of the city.

The selection criteria will be based on a scoring system and weighted as follows: Price 50 points, Qualifications Experience 30 points, Approach 20 points.

Proposals will only be accepted from responsible and responsive companies that have an established reputation in a relevant field.

Any prospective offeror who disputes the reasonableness or appropriateness of any item within this RFP document, any addendum to this RFP document, notice of award or notice of rejection shall set forth the specific reason and facts concerning the dispute, in writing, within five 5 business days of the receipt of the proposal document or notification from the city.

Directly contacting other City of Dubuque staff or any of the selection committee members shall be considered inappropriate and grounds for disqualification of the contractor's proposal.
