An entity may protest this determination in accordance with university policy section ****(8) no later than Monday, July 6, 2026 at 1:00 PM, Pacific Time.

Failure to include any ground for the protest or any evidence in support of the protest will constitute a final, knowing, and voluntary waiver of the right to assert such ground or evidence.

Proposals are due no later than 2:00 p. m. , July 07, 2026.

Payment will be made for completion of, or acceptable monthly progress on, tasks and deliverables in conformance with contract requirements and all applicable standards. The method of compensation may include cost plus fixed-fee, fixed price for all services, fixed price per deliverable, or price per unit.

Proposals will be evaluated based on qualifications-based selection and pricing information. The final score will be a combination of the qualifications-based score and the pricing evaluation score.

Proposers must be registered professional engineers and/or land surveyors in Oregon. The proposal must demonstrate qualifications, capabilities, and experience relevant to culvert inspection and design.

The county will not conduct a preproposal conference for this RFP.

Protests of the RFP provisions must be received by the SPC no later than seven days before closing. Award protests must be filed within five calendar days after the date of the notice of intent to award.

Proposals not in substantial conformance with requirements, including pass/fail items, may be rejected. Failure to complete and deliver missing or incomplete required items within two business days of request will result in proposal rejection.

The estimated cost of professional services for this work is $250,000.

Proposals must be submitted no later than July 16, 2026, 3:00 PM PT.

Contractor shall submit invoices for services performed and allowable expenses incurred. Invoices must include a valid SAIF purchase order number. SAIF will not reimburse contractor for any expenses under this contract.

Contractor represents and warrants that all services will be performed in a timely and workmanlike manner, conform to specifications, and be free from error or defect.

SAIF will evaluate proposals based on proposal contents, required OAR OSHA documentation, proposed cost of services, and references.

Proposers must be qualified and meet OSHA OAR **** training requirements. Key persons named in the proposal must be qualified to perform the work.

Failure of the contractor to comply with criminal background check requirements shall be a material breach of the contract, and may result in the immediate termination of this, or any other, contract with SAIF.

The deadline for proposer questions is July 2, 2026, 3:00 PM PT.

Proposals that do not meet minimum requirements will be classified as nonresponsive and disqualified from further evaluation.
