This is a Request for Quote (RFQ) for precast railroad concrete panels and associated hardware. The State is seeking to establish contracts with companies that can provide these panels for railroad grade crossings. The bid notice states that payment terms are net 30 days from the date the state receives an error-free invoice with all necessary and complete supporting documentation. Percentage discounts may be offered for prompt payments of invoices, provided they are in effect for a period of 30 days or more.
The manufacturer shall provide a one-year manufacturer's limited warranty from the date of installation.
Awards will be made under the provisions of 29 V. S. A. 903. Preference will be given to resident bidders of the state and/or products raised or manufactured in the state, purchase of goods, products, or materials produced in the United States, and bidders who have practices that promote clean energy and address climate change.
The manufacturer shall verify that they have been actively involved in the manufacture of precast concrete grade crossing panels for a minimum of seven years.
The bid notice mentions that in case of default of the contractor, the state may procure the materials or supplies from other sources and hold the contractor responsible for any excess cost occasioned thereby. If a contract is terminated upon discovery that a contractor failed to disclose facts pertaining to a conflict of interest, it may be at the expense of the contractor.
A bidders conference will not be held, and there is no mention of a mandatory site visit.
The commissioner reserves the right to request from the bidder/contractor a representative sample of the product offered at any time prior to or after award of a contract. Samples must be submitted free of charge.
