Proposals must be received by the Department of Procurement no later than 2:00 p. m. , Thursday, June 25, 2026.

Payments will be made by the parish within approximately thirty 30 days after receipt of a properly executed invoice and approval by the parish. Invoices shall include the purchase order number.

The proposal will be evaluated based on the proposer with the highest overall score, considering proposed solution/technical response (25 points), qualifications (20 points), financial proposal (35 points), local match proposal (15 points), and certified veterans initiative or Hudson initiative small entrepreneurship (5 points).

Proposers must demonstrate their qualifications and experience, including a description of relevant consulting assignments completed within the last three years, and provide resumes for key personnel.

Failure to complete or deliver within the time specified or to provide services as specified may constitute a default, leading to contract cancellation and potential charges for excess costs.

Protests based on alleged solicitation improprieties must be filed before the RFP opening or proposal receipt time. Any other protest must be filed no later than ten 10 calendar days after the RFP opening or when the basis of the protest is known or should have been known.

Failure to comply with blackout period requirements may result in proposal disqualification. Failure to meet the proposal opening date and time will result in rejection of the proposal.

All proposals are due before 2:00 PM on Thursday, July 23, 2026.

Qualifications vary by role, including BS degrees, MS degrees, professional registrations, specific years of experience, and certifications such as PMI, EIT, or licensed architect/engineer/interior designer/landscape architect.

The project is expected to be completed by January 2027.

Payment to the selected consultant is anticipated to be based on monthly invoices documenting time and reimbursable expenses. The city shall pay contractor within thirty-five (35) days after contractor's statements are submitted.

Proposals will be evaluated on experience (25 pts), work approach (25 pts), community engagement (25 pts), timeline (10 pts), commitment to equitable investment (5 pts), cost of services (5 pts), and participation from SMB/SBE firms (5 pts).

Proposals will be evaluated on the team's prior experience performing similar services, biographies and resumes of team members, firms' present and anticipated future workload, and subconsultant information.

Protests of the award must be made in writing and filed with the City Clerk within ten calendar days after issuance of notice to award.

Proposals that do not follow the specific format, late proposals, or failure to have required insurance in force may lead to disqualification.

The city has $75,000 available for the completion of this project.
