Proposals will be received until 2:00 p. m. , August 14, 2026, electronically through Town of Parker Bonfirehub. com.

Successful consultants shall submit monthly invoices by the tenth day of each month to the Town's Finance Department at ***@***. *. * consultant shall be paid on a specific rate of pay basis, not to exceed a stipulated amount without prior authorization.

The staff involved may also be asked to perform warranty inspections and produce associated punch lists of deficiencies for the developers repair.

The intent is to award to the consultant who receives the highest score based on consultant qualifications and relevant experience (40%), key staff qualifications and personnel availability (30%), key staff knowledge and experience (20%), and cost and rate structure (10%).

Consultants must demonstrate knowledge and expertise in development construction inspection/management services related to parks, trails, and open space. Key staff qualifications, availability, and experience are also critical.

Any fines levied by OSHA, state, or town authorities due to inadequate compliance with safety requirements shall be borne solely by the consultant. Damages, penalties, and/or fines imposed on the town or the consultant for failure to obtain required permits, licenses, or fees shall be borne by the consultant.

Submittals that do not follow the required format may be deemed nonresponsive and may not be eligible for further review and evaluation.

Proposals will be publicly opened on Friday, July 31, 2026.

All licensed and qualified general construction contractors are invited to participate.

A site walk-thru will be conducted on July 15, 2026, at 11:00 AM AST.

A site visit will occur immediately following the pre-proposal conference. Attendance at the pre-proposal conference and site visit may be the only opportunity for respondents to see the existing conditions of the site prior to proposal due date.

Respondents who fail to attend the pre-proposal conference will not have their proposals accepted. Proposals will not be accepted from respondents who fail to attend the pre-proposal conference.

The plans are to be completed and on file with the City of Elyria within seven (7) months from the date of authorization.

Contract type and payment method will be determined during the scope of services and negotiation process, referring to the ODOT's Manual for Administration of Contracts for Professional Services.

The City of Elyria will directly select a consultant based on the Letter of Interest (LOI) and the programmatic consultant selection rating form.

Prequalification requirements are listed, including categories like bicycle facilities enhancement design, non-complex roadway design, limited right of way plan development, basic traffic signal design, limited highway lighting design, and environmental services. Financial management system evaluation is also required for prime consultants and subconsultants providing engineering and design services.

The Letter of Interest should confirm that the firm has visited the site.

Firms included on the current federal list of firms suspended or debarred are not eligible for selection.
