This RFP seeks a partnership intermediary to support the Air Force's basic research and innovation ecosystem. The intermediary will facilitate technology transfer, commercialization, collaboration across sectors, and workforce development. Proposals must address five capability areas: innovation ecosystem development, technology transition, workforce development, strategic engagement, and analytics. The agreement is for 5 years with possible extensions. Proposals are due by 11:59 PM EST on July 28, 2025. This justification is for a 3-month extension to the IFP staff support task order ****, originally awarded to Compass, Inc. The extension is necessary to complete the ongoing recompete of the staff support requirement as a follow-on contract known as Mapping, Charting, Geodesy (MCG) staff support. Delays in requirements development and pre-acquisition approvals have interfered with the acquisition schedule. The extension is expected to provide the necessary time to complete the solicitation and award of the MCG follow-on contract without a break in support. The extension can only be completed by the incumbent contractor, Compass, Inc. , without a break in service. The government requires a continuation of the staff support from option period 7 into the 3-month extension. The extension represents the best value to meet this short-term need while the follow-on competition is executed. The extension is for the purposes of pursuing a recompete of the requirements to a pool of small business vendors via GSA eBuy.
