For the ISF event, vendor must invoice txcc within 30 days of reconciliation for the balance of ISF event-related expenses that were not covered by current and past exhibitor fees.

TXCC will use the following criteria and weight to be used in determining the best value for the state: 1. technical requirements quality and reliability of solution 40 2. vendor qualifications indicators of probable vendor performance under the contract such as past vendor performance, the vendors financial resources and ability to perform, the vendors experience or demonstrated capability and responsibility, and the vendors ability to provide reliable maintenance agreements and support 30 3. pricing 30

Financial review, completion and signing of a subcontract plan, and compliance with applicable provisions of Texas government code are passfail determinations.

Excessive exceptions, or exceptions which are not presented in the formats described in rfp, section 7. 1 may affect a vendors standing, may delay negotiations resulting in a shorter contract term, or may cause the vendors response to be deemed nonresponsive and be removed from further consideration.

The contractor shall demonstrate: 1 strong ties with u. s. based public and private sector agricultural and agribusiness stakeholders 2 a resume reflecting a history of facilitating high visibility international and local marketing and promotional events and 3 adequate staffing to accomplish the tasks set forth in this document.

The campaign flight duration is 17 weeks wednesday, september 9, 2026 through sunday, january 10, 2027.

Interested vendors are required to provide company name, address, telephone number, cage code, duns number, point of contact name, phone and e mail.

By submitting information, the vendor is self certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency.

City agrees to make payment for basic services within sixty 60 days of receipt of a detailed invoice from contractor based on percentage of work completed, including any additional supporting documentation that city reasonably requests.

Proposals will be evaluated based on the following criteria: experience producing similar large-scale events 35, local hiring and procurement of goods and services commitment 25, proposed operational approach 15, creativity and community benefit 15, cost-effectiveness financial feasibility 10 total 100.

Applicants must demonstrate prior experience producing and managing public events of comparable size and scope.

Interested parties will visit potential event locations on October 1, 2026.

The last day to submit questions is November 4, 2026.

The absence of required information shall cause the proposal to be deemed nonresponsive and shall be cause for rejection.
