The Gila County is requesting proposals from qualified consulting firms to update the Gila County Emergency Operations Plan (EOP) in full compliance with federal and state standards, including FEMA's Comprehensive Preparedness Guide CPG 101. Proposals must be submitted in a sealed envelope. The deadline for inquiries is December 11, 2025, at 3:00 PM Arizona time, and the deadline for responses is December 18, 2025, at 3:00 PM Arizona time. The bid opening will be on December 18, 2025, at 3:15 PM Arizona time. The county reserves the right to reject any or all proposals.
The county may choose to award this contract, or make multiple awards, depending on what is deemed to be in the countys best interest considering price, speciications, and delivery date.
Gila County employs a net 15 payment term for services, meaning the payment will be issued ifteen 15 days from the date county receives the invoice from contractor.
The materials, for one 1 year after acceptance by county of the materials, they shall be: of a quality to pass without objection in the trade under the contract description it for the intended purposes for which the materials are used within the variations permitted by the contract and are of even kind, quantity, and quality within each unit and among all units adequately contained, packaged, and marked as the contract may require and conform to the written promises or afirmations of fact made by contractor.

The county will use the proposal and qualiication and certiication form in evaluating the capacity of responders to perform the scope of services as set forth in the contract.
Failure to require a drugfree workplace in accordance with the policy may result in termination of the contract and possible debarment from bidding on future contractsprojects.
A protest of an award must be iled within ten 10 days after the award by the board of supervisors.
The total proposed cost and reasonableness in relation to the scope of services, methodology, and deliverables.
