The Bureau of
Land Management (BLM) Worland Field
Office requires janitorial services for one base year and up to four one-year option periods, for a potential total of five years. The contract period begins from the date of contract award. The place of performance is the BLM Worland Field
Office in Worland, Wyoming. The normal operating hours are from 6:00 am to 5:00 pm, Monday through Friday. Cleaning services are not required on federal holidays. The contractor must provide all personnel, management, supervision, equipment, tools, and cleaning supplies (excluding government-furnished consumables). The contractor must submit a detailed schedule of services, a list of cleaning products, a monthly performance report, and a list of personnel needing physical access. A post-award kickoff meeting will be held within 15 business days of contract award. Quarterly contract management reviews will be conducted using Microsoft Teams. Travel reimbursement is not authorized. The government will provide certain supplies (paper towels, toilet paper, liquid hand soap, trash can liners, and waste receptacles). The contractor must use green cleaning products and processes. Contractor personnel must have a federal government-issued personal identification card. A national agency check (NAC) will be conducted. The government will implement a quality control plan (QCP) to monitor and evaluate the contractor's performance. The initial level of inspections will be bi-weekly. If no unsatisfactory marks occur, the frequency may be adjusted to normal two inspections per month or reduced to a minimum one inspection per month after two consecutive satisfactory months, pending approval by the contracting
officer. 100% of all work requirements will be inspected. Visual inspections will be performed to assess compliance with established quality standards. Each area under contract will be inspected separately using an evaluation worksheet. The contracting
officer's representative will summarize the results of the inspections for each area and calculate recommended payroll deductions using a monthly payment analysis form. Documented findings and feedback regarding contractor performance will be provided. In instances where the contractor fails to meet established performance metrics, the government reserves the right to implement corrective actions, which may include requiring the contractor to submit a corrective action plan, withholding payments, or, in severe cases, terminating the contract.
