This broad agency announcement (BAA) solicits research proposals for new and innovative ideas for emerging weapons and munitions systems and soldier lethality related technologies. Proposals are sought for the research and development of technologies to fill the complete spectrum of armaments center technology needs. Proposals and white papers must be for scientific study and experimentation directed toward advancing the state of the art or increasing knowledge and understanding within the armaments centers technical community. Offerors are encouraged to contact the technical point of contact (TPOC) before submitting a white paper or proposal. The costs of white papers and/or complete proposals are not considered as an allowable direct charge to any award. The BAA is continuously open from the issue date (December 18, 2020) through the expiration date (December 17, 2025). Proposals and white papers may be submitted within the specified solicitation cycle, which will be announced annually. Amendments to the BAA will be posted to the SAM. gov website.
