The site contains 15 bird pens that require PFAS substrate testing, with a total of 75 samples collected five per pen using a staggered sampling grid to a depth of 6 inches below ground surface.

For the Milford, CT location, all tasks must be completed within ninety (90) calendar days following the receipt of the contract notice to proceed. For the Highlands, NJ location, all services must be completed within forty-five (45) days of contract award.

Invoices must be submitted electronically via the Department of Treasury's Invoice Processing Platform (IPP) website. Proper invoices must be submitted in arrears of successful tasks completed, no later than the 10th day of the billing month following the period in which services were performed. Invoices will not be accepted or cleared for electronic funds transfer (EFT) disbursement until all relevant post-disposal manifests and final certificates of destruction have been turned in to and accepted by the facility TPOC.

The government will award a single, firm-fixed-price purchase order to the responsible small business quoter whose quote conforms to all solicitation requirements, meets the core technical requirements of the statement of work, and represents the lowest evaluated overall price.

To be determined technically acceptable, the quoter must provide an active SAM. gov UEI demonstrating registration under NAICS **** or ****, submit an explicit statement confirming capability to execute all hazard categorization field testing, labpacking, manifest processing, and final TSDF removal within the required 60-day performance timeline, and provide brief confirmation of current insurance compliance meeting baseline hazardous waste transport standards.

A preliminary site visit is available to establish familiarity with the layout and is part of the predisposal coordination planning for the Milford, CT location. For the Highlands, NJ location, a comprehensive walkthrough of all laboratory spaces and central waste accumulation areas is required.

If any contractor actions are observed to present an imminent hazard to life, local health, or the surrounding environment, government personnel maintain absolute authority to issue an immediate verbal stop work order. Invoices will be rejected and returned within seven (7) days of receipt if submitted without required supporting documents or containing errors.

Interested firms must provide documentation demonstrating their capability, including detailed technical information and other technical literature demonstrating the ability to meet the requirements. Past performance and references regarding capability to perform these services must be provided along with the statement of capability.
