Utility Room Government Bids & RFPs

The project requires completion of all phases of the work within the contract documents. Specific completion dates are to be determined and will be detailed in the construction progress schedule.

Payment will be made based on a single lump sum contract for base bid items. Additive bid items may be added at the city's discretion. A portion of the contract price will be deducted until the original CPM schedule submittal is completed. Up to two percent of the contract price may be retained if technical manuals are not submitted by the 75 percent construction completion point.

Contractors are required to have a current license as a public works contractor in the state where the work is to be completed.

Failure to maintain the construction schedule in an approved status may result in the owner withholding a monetary penalty against the responsible contractors.

A mandatory pre-bid meeting, including a site visit, is scheduled for Wednesday, July 22, 2026, from 10:00 to 11:00 am local time at the wastewater treatment facility.

Only contractors on the DB/DBB IDIQ MACC North AOR to include CT, DE, ME, MA, NH, NJ, NY, PA, RI, and VT are allowed to bid.

The duration for the base bid work is 365 calendar days. If option work is included, the duration extends by an additional 365 calendar days, for a total of 730 calendar days from the contract award date. This includes 15 calendar days for submission and approval of bonds and insurance.

The task order will be awarded to the responsible offeror offering the best value to the government, with the lowest price source selection process being used. The government will evaluate each offeror on price only.

Liquidated damages will be assessed at $2,018 per calendar day of delay for base work and $2,781 per day for option work, if the contractor fails to complete the work within the specified time.

A site visit is mandatory and scheduled for August 13, 2026, at 10:00 AM. Contractors must follow NSN base access procedures and obtain a one-day pass. Base access requests must be submitted by noon on August 4, 2026.

The estimated price range for this project is between $10,000,000 and $25,000,000.

The performance period is 540 calendar days. The first 360 days are for acquisition of electrical equipment and preconstruction activities, with the remaining 180 days for phased installation. Construction shall not begin until all equipment is on hand.

Payment will be made by electronic invoicing. Invoices must be submitted electronically. Payment for materials stored offsite is not authorized unless approved by the CO.

Award will be made to the responsible SDVOSB offeror whose proposal conforms to the solicitation and is most advantageous to the government, price and other factors considered, using the Lowest Price Technically Acceptable (LPTA) process.

Offerors must be registered in SAM. gov and SBA DSBS. They must demonstrate relevant construction experience, key personnel experience, and satisfactory past performance. Joint ventures must also submit SBA DSBS registration or certification.

The contract may be terminated for default if the contractor fails to execute contractual documents or furnish executed bonds within 10 days after award notification. Liquidated damages may apply in the event of a data breach or privacy incident involving sensitive personal information.

A site visit is mandatory on July 10, 2026, at 10 am ET, meeting in the lobby of the Troy Bowling Campus. there will only be one 1 site visit for this project.

Protests must be filed with the contracting officer or the Executive Director, Office of Acquisition and Logistics, Risk Management and Compliance Service. The copy of any protest shall be received in the office designated above within one day of filing a protest with the gao.

Failure to submit required documentation, such as bid bonds, SAM registration, SBA DSBS proof, or **** reports, can lead to disqualification. Also, failure to meet technical requirements or provide accurate information can result in ineligibility for award.

The magnitude of construction is between $5,000,**** and $10,000,****.

The selection will use a single phase request for proposal RFP using best value that is determined to be the most beneficial to the government.
