The contract period for the awarded items shall be from July 1, 2026, through June 30, 2027. Delivery dates and times will be established by the school system according to their needs, and all deliveries must be scheduled between 7:00 a. m. and 2:00 p. m. , when schools are in session.

Manchester Public Schools (MPS) shall select the vendor whose proposal is determined by MPS to be best suited and most advantageous, and provides the greatest overall benefit to MPS on the basis of the criteria of experience with services of this nature, compatibility of services, competitiveness of price proposal, completeness of proposal package, and references, each of which has equal weight.

The vendor must submit nutritional and ingredient information to MPS for each item awarded prior to the first delivery. A signed copy of Certification Regarding Debarment is required for the proposal to be valid. Vendors must also comply with the town of Manchester's living wage ordinance and provide insurance coverage as specified.

MPS may withhold payment when it is determined that said supplies, materials and equipment do not meet the specified requirements. Product damaged due to poor handling will not be accepted, and credit for these products shall be issued to MPS. If production methods and/or sanitary conditions are found to be unsatisfactory and/or products failing in requirements, the contract shall be subject to cancellation.

The deadline for submission of proposals is Friday, May 8, 2026, at or before 11:00 AM.

Proposals must include a revenue-sharing component payable to the borough, with vendors proposing either a percentage of gross sales, a minimum annual or monthly guaranteed payment, or a combination of both.

Submissions will be evaluated based on weighted criteria: quality and completeness of submission (25%), experience and references (20%), product offering and pricing (15%), maintenance and service plan (15%), and revenue to the borough/financial benefit (25%).

Vendors must be fully insured and provide proof of general liability insurance, comply with all applicable federal, state, and local regulations, and obtain and maintain all required licenses and permits.

The bid closes at noon on May 8, 2026.

The bid notice states a minimum compensation of **** or 10% of gross receipts during the months of May to October, whichever is highest. Bidders shall propose a monthly compensation to the city during the months of November through April if choosing to use the space year-round.

Proposals will be ranked based on providing services that meet RFP requirements (15 points), demonstrated knowledge, skills, and experience (5 points), adequacy of the proposed scope of work and financial projections for the proposed business model and projected compensation to the city (10 points), proposed schedule (hours and length of season, additional operations) (5 points), and quality of references provided (5 points).

Proposals should include a description of qualifications and past experience relevant to the scope of work, including a reference list of former landlords, business contract holders, or associates.

The bid notice does not explicitly detail penalties for non-compliance, but it does mention that the city has the exclusive right to terminate the agreement if the concessionaire is in breach of the agreement, with 7 days written notice in advance of the termination date.
