Talbot County Public Schools is seeking a Food Service Management Company (FSMC) for various nutrition programs including the National School Lunch Program, School Breakfast Program, Summer Food Service Program, and Child and Adult Care Food Program. The contract will be cost-reimbursable. Proposals are due by 3:00 PM on April 24, 2026. Key requirements include adherence to USDA meal patterns, health certifications, proper recordkeeping, and timely payment of fees. The agency reserves the right to reject any or all proposals. A pre-proposal meeting is scheduled for April 17, 2026. The contract term is one year with options for four one-year renewals. Award will be made to the most advantageous proposal based on a weighted scoring system that includes price, experience, service capability, financial condition, personnel management, accounting, and promotion of food service. Tasting finalists will also be considered. FSMC must provide a proposal guarantee and, if applicable, bonding requirements. All FSMC employees having contact with participants must undergo a criminal background check. The FSMC is responsible for all discounts, rebates, allowances, and incentives received from suppliers, which must be disclosed and returned to the agency monthly. USDA foods must be utilized efficiently, and the FSMC must credit the agency for their value. The Buy American provision must be complied with. Penalties for nonperformance are outlined, including loss of administrative fees. Records must be maintained for three years after final payment.
The bid notice states that proposals must be submitted by 3:00 PM on April 24, 2026. Proposals received after the due time and date specified for receipt will not be considered.
The agency shall pay the FSMC the billable expenses within 30 days of submission of an invoice date for each monthly period of program operation. The agency will not pay interest on monthly invoice charges from the nonprofit food service account.
Award shall be made to the responsive and responsible FSMC whose proposal is most advantageous to the agency, with price being the primary criterion weighted higher than other criteria. Performance guarantee, experience and references, service capability, financial condition, personnel management, accounting, and promotion of food service are also considered.
Required FSMC qualifications include providing evidence of proposal guarantee and bonding requirements, a sample invoice, evidence of current experience as an FSMC in K12 schools or similar institutions, a representative list of current contracts, a list of lost contracts, audited or reviewed financial statements for the past two years, all parts of the RFP with required documents, and resumes of managers.
If the FSMC fails to make reasonable progress to cure a violation or breach within five operating days of written notification, penalties may include loss of administrative fee for one day per site involved for the first notification, five days for the second, and ten days for the third.
