Offers must be received no later than 5:00 p. m. , CST on July 15, 2026.

Rent is based on a proposed rental rate per rentable square foot (RSF), with provisions for operating cost adjustments and amortization of tenant improvements (TI) and building specific amortized capital (BSAC).

The lease will be awarded to the responsible offeror whose offer conforms to the requirements and is the lowest priced technically acceptable offer.

Offerors must be responsible and their offers must conform to the RLP requirements. Specific qualifications related to building standards, environmental compliance, and financial capacity are detailed throughout the RLP.

The RLP does not explicitly state whether a site visit is mandatory or optional. However, it mentions that the austin field office is available to applicants 8 hours per day, monday through friday and on the weekends as needed. all visitors are required to have an appointment.

Demolition or destruction of a historic property in anticipation of award may disqualify an offeror. Inadequate NEPA documentation or unacceptably adverse environmental impacts can also lead to rejection.

Proposals must be received no later than 12:00 PM Mountain Standard Time/Daylight Time on June 24, 2026.

Payment terms are Net 30.

Offeror warrants the goods and/or services furnished to be exactly as specified in any resultant agreement, free from defects in offeror's design, labor, materials and manufacture, and to be in compliance with any drawings or specifications incorporated herein and with any samples furnished by offeror. All applicable UCC warranties express and implied are incorporated herein.

The offeror selected for the award will be chosen on the basis of the greatest benefit to UNMHSC, not on the basis of lowest price.

Offerors must provide a business profile, financial information, and at least two references from customers within the last three years.

The procurement code imposes civil and criminal penalties for its violation. New Mexico criminal statutes impose criminal penalties for bribes, gratuities, and kickbacks.

If a site is referenced in this RFP, it is available for inspection. Arrangements may be made by contacting the individual listed on the cover sheet.

Failure to comply with instructions, specifications, and standard terms and conditions may result in an offer being classified as unresponsive and disqualified.

Machines must be operating within thirty (30) days from the time of award, or July 1, 2026, whichever is later.

Payments of at least 1/12 of the yearly guarantee amount are to be made monthly, beginning one month after machines are installed. Contractor will furnish an accounting with each monthly payment.

Awarding of the contract will be based on yearly payment guarantee, payment will be made according to the greater of option a. and option b.

Vendor must sign and return the official bid form and attached specifications. Provide a certificate of liability insurance prior to working on campus.

Any penalties or expenses caused by contractor's failure to obtain any necessary licenses or pay necessary fees will be paid by the contractor.
