This is an Invitation to Bid (ITB) from the Port of Longview for the purchase of 2026 fender pile materials. The materials will be installed by others. Bids must be submitted by May 21, 2026, at 2:00 PM. The complete solicitation is available on the Port's website. Key aspects include: - Award will be made to the lowest responsible bidder. - Specifications for fender piles are detailed in Attachment C. - The Port reserves the right to modify the schedule, cancel, or reissue the solicitation. - All bids must include applicable sales and use taxes. - No additional charges will be allowed unless specified. - Subcontracting requires prior written consent. - Substitutions will only be considered before the question deadline. - Bids can be submitted electronically or via mail/courier/dropoff. - The Port does not conduct a formal bid opening for electronic submittals. - Bid prices must be in US dollars and are to be quoted FOB destination, freight prepaid and allowed. - Vendors must not submit extra comments, explanations, or changes on the bid form. - The Port reserves the right to make partial and/or multiple awards. - Submittal of a response signifies agreement to all terms and conditions. - Offered prices must remain valid for 60 days from the bid opening date. - The Port will not be liable for costs incurred in preparing bids. - Vendors are responsible for examining all documents and complying fully. - Changes to bids prior to the closing date must be initialed and dated. - Claims of error must be supported by evidence within 24 hours of bid opening. - Bids may be withdrawn by written request prior to bid closing. - The Port reserves the right to reject any or all bids. - All submitted materials become the property of the Port. - The Port encourages participation from minority and women's business enterprises. - Vendors must refrain from requesting public disclosure of proposal records until an intention to award is announced. - No gifts or gratuities are permitted. - Vendors must not have a conflict of interest. - The bid form (Attachment A) is mandatory and must be signed. - Vendors must provide unit prices, and in case of discrepancy, the unit price will be used. - Noncollusion and debarment declarations are required. - Vendors warrant full delivery days after receipt of order. - Terms and Conditions (Attachment B) must be reviewed and agreed to. - Specifications (Attachment C) detail the requirements for untreated Douglas fir fender piles. - Delivery of piles is required no later than August 31, 2026. - Offloading at the site is the Port's responsibility. - Piles must comply with ASTM D25 standards. - Rejected piling will be replaced at the vendor's expense. - Final submittals, including proof of insurance and W9 form, are required within ten business days of the intent to award notice. - Protests and complaints should be filed with the Procurement Manager. - Prevailing wages may apply as indicated in the ITB. - Insurance requirements include commercial general liability with a limit of $1,000,000 and naming the Port as an additional insured.
The delivery of piles shall be no later than August 31, 2026. If this date is not achievable, the vendor shall indicate the earliest achievable date at the time of bid.
The Port does not accept requests for early payment, down payment, or partial payment, unless the ITB specifically allows such. Payment shall be net 30 days following acceptance of the goods or services, and a correctly completed invoice, whichever is later.
All products and services shall be warranted against defects or faulty workmanship and materials by the vendor for one year following acceptance of the products by the Port. This warranty shall include all costs incurred, including shipping, for repair or replacement, except that which is damaged by misuse or abuse.
The Port intends to award a contract to the lowest responsible bidder that provides a responsive bid.
The Port shall review submittals to determine basic responsiveness (timely submittal, signatures, all required forms submitted, etc. ) and responsibility (minimum qualifications, etc. ) to determine if the bid is a responsive and responsible bid.
Liquidated damages shall be levied at $250 for each and every calendar day by which the completion of the work is delayed beyond the time fixed for completion or extension thereof.
Protests and/or complaints are to be filed with the Procurement Manager. Interested parties have the obligation to be aware of and understand these rules, and to seek clarification as necessary from the Port. Note that there are time limits on protests and vendors have final responsibility to learn of results in sufficient time for such protests to be filed in a timely manner.
