Proposals must be received electronically on or before 2:00 p. m. Mountain Time on July 2, 2026. Hardware is expected to be delivered no more than eight weeks from notice of award. The completion date for system acceptance is no later than December 21, 2026.

Payment for roadside unit procurement will be upon delivery. Fifty percent of roadside unit integration and testing will be paid upon completion of individual RSU integration and device-specific testing, with the remaining fifty percent upon overall system acceptance. Similar payment terms apply to onboard unit integration and testing.

A two-year warranty shall be provided for the devices and components, beginning upon system acceptance. The warranty covers defects in assembly, fabrication, and materials, and includes maintenance, removal, and replacement of parts and materials.

Proposals will be evaluated based on proposer qualification (personnel, experience, equipment, finances), approach to the scope of work (understanding of objectives, methodology, schedule), and cost factors (billing rates, cost estimate reasonableness). Reference checks will be conducted for the top-ranked proposer.

Proposers will be evaluated on their personnel, manpower, experience, equipment, bonding capacity, insurance, finances, and the skills and experience of their proposed team. Successful completion of similar projects and positive references are crucial.

Questions concerning the RFP are due by June 24, 2026, at 5:00 p. m. MT. Answers are expected by June 26, 2026.
