Proposers must return completed proposals by no later than 4pm, wednesday august 19, 2026.

The proposer who is awarded the contract is required to invoice fpcs within 30 days of providing goods andor services to fpcs.

Proposers shall furnish all data pertinent to warranties or guarantees which may apply to items in the proposal. Proposers may not limit or exclude any implied warranties.

Fpcs will apply the best value process in selecting the proposer to be awarded a contract for this project.

Proposals must include resumes of key staff that will provide services and training and proof of cbe as firms certified as cbe will receive preferential consideration.

Failure to perform may result in the probation andor termination of this agreement by fpcs on the basis of nonperformance.

Fpcs reserves the right to inspect any items or service location for compliance with specifications, requirements, and the needs of fpcs.

If a proposer cannot furnish a sample of a proposed item, where applicable, for review, fpcs can reject the proposal as inadequate.

Proposals may be rejected if fpcs believes that collusion exists among the proposers or if the prices are obviously unbalanced.

The proposal deadline for submission via BidNet is August 27, 2026, at 10:00 AM MT. The implementation deadline is January 2027.

The successful supplier shall submit periodic invoices for completed services to the districts accounts payable department. Invoices shall not exceed thirty calendar days from the date of service. The district does not pay any late fees.

Offers will be evaluated based on the best evaluative score derived from written responses and, if necessary, oral presentations. Key criteria include management summary, pricing, project schedule and implementation plan, supplier profile, and value-added services.

Proposals must be received from qualified vendors. Suppliers must provide a supplier profile including company history, staff size, geographic location, professional staff details, resumes, references, and any current litigation.

If the supplier defaults on its contract or the contract is terminated for cause due to performance, the district may charge the supplier any difference between the supplier's price and the price to be paid to the next lowest supplier, as well as any costs associated with the resolicitation effort.

Suppliers may appeal by submitting, in writing, a detailed request for reconsideration to the districts director of purchasing within 72 hours after the recommendation of award is posted on BidNet.

Any contact with other DPS personnel outside of the authorized purchasing director may deem the supplier disqualified. Falsifying certifications may result in prosecution. Failure to adhere to the code of conduct may result in immediate sanctions up to termination.

Proposals are due no later than August 27, 2026 at 2:00 p. m. Mountain Time.

Invoices totaling $10,000 or more will be approved once each month at the Casper College Board meeting, typically held the third Tuesday of each month. Completed invoices must be in the possession of accounts payable the Wednesday before the third Tuesday to be considered for payment.

Proposals will be evaluated on pricing, specifications/qualifications, platform integration security hardware/software, reputation, vendor stability/experience, value-added concepts, and innovation/creativity. The award will be made to the bidder whose proposal is most advantageous to Casper College.

The bidder affirms that it has the necessary expertise, capacity, and legal credentials to execute the contract to the highest professional standards. Bidders must also demonstrate experience delivering comprehensive helpdesk enterprise service desk solutions to higher education for a minimum of 3 years.

A bidder who fails to fulfill awarded services may be excluded from future consideration. Failure to provide a deviation statement and supporting documentation may result in bid rejection. A proposal may be rejected if it modifies any specifications or minimum requirements outlined in the RFP.
