The City of Livonia is seeking proposals for the renovation of restrooms at the Bennett Civic Library. This HUD-funded project aims to improve accessibility by converting a first-floor entrance lobby coatroom into a new ADA family restroom. The scope of work includes new LED lighting, plumbing, tile, ceilings, and paint. Plans and specifications are available online through the Michigan Intergovernmental Trade Network (MITN) Purchasing Group starting January 24, 2025. Electronic proposals will be received until June 9, 2026, at 2:00 PM local time, with bids to be publicly opened and read aloud. A mandatory pre-bid meeting and site walkthrough will be held on May 27, 2026, at 2:00 PM at the Bennett Civic Library. Attendance at this meeting is required for bid eligibility. A bid security of 5% of the proposal amount is required. The successful bidder will be required to furnish performance, labor and material, and maintenance and guarantee bonds.
The electronic proposals will be received through the Michigan Intergovernmental Trade Network (MITN) Purchasing Group until 2:00 PM, local time, on June 9, 2026.
The City shall pay to the contractor amounts bid in the proposal, or as modified by subsequent agreement, less deduction for any unsatisfactory or uncompleted work, based upon measurements made by the engineer or as otherwise herein stipulated, and such measurement shall be final and conclusive. Biweekly progress payments will be made for ninety percent (90%) of the work completed until fifty percent (50%) completion less any deductions or reservations. Final payment will be made within thirty (30) days after completion of all work.
The contractor shall, for a period of one (1) year from the date of the final estimate, keep in good order and repair any defect in the work done under said contract by his employees, agents, subcontractors, or material suppliers, that may develop during said time due to improper materials, defective equipment, workmanship or arrangements.
The contract will be awarded to the lowest responsive, responsible bidder based on the total lump sum amount for all work associated with the scope of work and inclusive of all specified allowances.
To demonstrate bidders qualifications to perform the work, the owner requires the bidder to furnish all of the applicable information on the enclosed statement of qualifications and project references as well as the subcontractor list. The aforementioned statement must be submitted with the sealed bid at the time of the bid opening.
For each and every calendar day that the contractor may be in default of substantial completion of the work, within the time specified in this bid, the owner will suffer a damage of $1,**** per day, and said owner shall be compensated therefore at the rate as liquidated damages in accordance with the agreement.
There will be a mandatory pre-bid meeting and site walkthru held at 2:00 PM on May 27, 2026, at the Bennett Civic Library, **** Five Mile Rd. , Livonia, MI **** bidders must be in attendance at the pre-bid meeting in order to be eligible.
Any bidder may withdraw its bid, by written request to the purchasing manager, at any time prior to the scheduled time for bid opening. If, within 24 hours after bids are opened, any bidder files a duly signed, written notice with owner and promptly thereafter demonstrated to the reasonable satisfaction of owner that there was a material and substantial mistake in the preparation of its bid, that bidder may withdraw its bid and the bid security will be returned.
Proposals submitted by bidders who have been debarred, suspended, or made ineligible by any federal agency will be rejected. Reasonable grounds for believing that any bidder has an interest in more than one bid for the work may be cause for disqualification of the bidder and the rejection of all bids in which that bidder has an interest.
