The response deadline for this IFB is April 15, 2026, 10:30 am Central Time. The anticipated purchase order start date is upon award.

The bid notice states that HHSC system agency will make contract payments in accordance with chapter **** of the Texas Government Code, commonly known as the Texas Prompt Payment Act. Chapter **** governs remittance of payment and contractor remedies for late payment and nonpayment.

The bid notice states that HHSC shall not be obligated to select the bidder with the lowest price but shall make an award to the bidder who provides the best value to the state of Texas. All responses will be evaluated according to the following criteria: bidder meeting or exceeding the requirements and specifications in accordance with this IFB, bidders ability to meet performance delivery requirements, and price.

To be considered for award, bidders must submit a comprehensive response which includes all required information and documentation as outlined in this IFB to ensure the bidder meets all requirements, possesses the required experience and qualifications, and has the capacity to provide the goods and/or services described in this IFB.

The bid notice mentions that the contractor's noncompliance or failure to timely correct a deficiency may result in delayed payment or nonpayment as determined by the HHs agency.

The historical spend for the same or similar goods or services is $2,190. 00. The estimated historical spend is provided only as a guideline for preparing the pricing response and should not be construed as representing anticipated or actual quantities that will be required.

The delivery and/or completion is to be made within as required days from the time of notification by the City. The mailing must be completed by Thursday, May 1, 2026.

The bid notice states terms of prompt pay discount 30 days, net 45 days.

The bidder who is awarded the contract guarantees to the City of Worcester all equipment, materials and/or workmanship for a period of one year after final inspection and acceptance and shall replace promptly any defective equipment, materials and/or workmanship required without additional cost to the City.

The procurement officer shall award the contract to the lowest responsible and responsive bidder.

The bidder must certify that no official or employee of the City of Worcester, Massachusetts is pecuniarily interested in this proposal or in the contract which the bidder offers to execute or in expected profits to arise therefrom, unless there has been compliance with provisions of G. L. c. 43 sec. 27, and that this bid is made in good faith without fraud or collusion or connection with any other person submitting a proposal.

If any bid is withdrawn after the time and date specified, the bidder shall forfeit deposit on bid as liquidated damages. If the successful bidder fails to make delivery or complete contract within time specified, the city reserves the right to make the purchase on such orders at the open market and charge any excess over contract price to the account of the successful bidder, who shall pay the same.

Samples of the product to be delivered may be taken by a representative of the city, either prior to delivery or while it is being delivered in the storage facilities at destination, or will be taken from the storage facilities to which the product has been delivered as determined from time to time by the purchasing agent. Bidder agrees to furnish the necessary manual labor, without additional cost required to assemble the physical samples, which is to be performed under the direction of the city representative.

Any prospective bidder requesting a change in or interpretation of existing specifications of terms and conditions must do so within five 5 days Saturdays, Sundays and holidays excluded before scheduled bid opening date.

The response date for this Request for Information is April 14, 2026, at 2:00 PM ET.

The bid notice specifies a 5yr next day on site or advanced exchange warranty for the printers.

Respondents are requested to provide information detailing their company's capabilities and experience delivering equipment that may meet these requirements, including technical literature, pricing, paper handling, ink information, and details on any necessary modifications.

The bid notice states that paper is a secure media and samples cannot be provided outside of USCIS control. Therefore, samples of the custom paper are not available.
