The City of Longview is seeking proposals for tree procurement for beautification purposes, funded by a grant. The contract term is one year with four one-year renewable options. Vendors are expected to provide and safely deliver various tree species. The city estimates ordering 500 trees per month with a 30-day lead time. Submissions are due by July 22, 2026, at 3:00 PM. Facsimile or electronic submissions are not accepted. Questions regarding the solicitation should be directed to Amanda Phillips by July 10, 2026. Proposals will be evaluated based on quality, maintenance warranty, experience, cost, and delivery timeliness. The city reserves the right to award to multiple vendors.
Submittals will be accepted until 3:00 PM CT on July 22, 2026. Respondents shall be responsible for delivery of the submittal to the purchasing department before the due date and time. Submittals received after this date and time will not be considered for any reason.
The city's standard payment terms are net 30, meaning payment is due in 30 days after receipt and acceptance of items ordered and a valid invoice. Payment to the contractor will be made upon receipt and acceptance by the city of the items ordered and receipt of a valid invoice, in accordance with the state of texas prompt payment act, texas government code chapter ****.
A warranty is not required, but providing one may garner more points in the evaluation criteria. The contractor shall warrant that all items/services shall conform to the proposed specifications and be free from defects in material, workmanship, and title for a period of not less than twelve (12) months. The goods specified shall be warranted against defects in material and workmanship for a period of not less than twelve 12 months beginning with the date of acceptance.
Proposals will be evaluated and ranked based on a combination of factors: quality, biological health, survival rate track record (25%), maintenance warranty (10%), experience and qualifications of the company (20%), cost (20%), and transportation/delivery timeliness (25%). The city reserves the right to select a responsive, responsible vendor on the basis of best value that is most advantageous to the city.
Proposers must be experienced and qualified vendors with sufficient experience in furnishing various species of trees. They must also meet minimum standards for responsible proposers, including adequate financial resources, ability to comply with delivery schedules, satisfactory records of performance and integrity, and eligibility for award. A prospective proposer must affirmatively demonstrate responsibility and must meet the following requirements.
If a vendor fails to perform in accordance with the contract, the city reserves the right to terminate the contract immediately and may exercise any right or pursue any remedy available at law or in equity for breach of contract. The city of longview reserves the right to terminate the contract immediately in the event contractor fails to. 1. meet schedules 2. defaults in the payment of any fees or 3. otherwise perform in accordance with these specifications.
The city representative has the right to inspect trees at the place of growth, prior to delivery, and when delivery is made. Proposers not adhering to submission instructions may be disqualified. Non-responsive proposals, which are not timely submitted or fail to meet material terms and conditions, will not be considered. Proposers not adhering to these instructions may be disqualified without further consideration.
