All contract work shall be completed on or before October 2, 2026.

Partial payments shall not exceed ninety 90 percent of the value of the completed work. Final payment will be made within thirty 30 days after the completion of the work.

The contractor agrees to keep in good order and repair any defects in all the work done under the contract for a period of two 2 years from the date of final approval of the work.

The city reserves the right to accept a bid higher than the lowest bid, if in the opinion of the commission of the city of Huntington Woods, the publics interest would be better served.

All bidders shall be M-DOT prequalified.

Liquidated damages in the amount of nine hundred dollars **** shall be assessed for every calendar day that this portion of the work is delayed beyond the allowable time limit.

No bid may be withdrawn or amended for at least sixty 60 days after the scheduled closing time for the receipt of bids.

Failure to completely fill out the bidders general questionnaire or failure to supply adequate information could result in disqualification of bidder.

Delivery of printed items shall not exceed five (5) business days from the date of the final approval by the airport authority unless the airport authority approves an extension. The airport authority must be notified at the time the order is placed, if the contractor anticipates the order may take longer than 5 business days to process.

Costs shall be paid to the contractor based upon the amounts, fees and rates set forth in exhibit b. The airport authority will pay the contractor for the proper performance of the services upon receipt and approval of an invoice submitted electronically to ap@wcaa. us.

The contractor warrants any goods used in providing the services against functional, design and workmanship defects. The warranty period, inclusive of workmanship and labor, shall be a minimum of 24 months from the date of the airport authority's acceptance.

The contractor will only use experienced personnel to provide the required services and agrees that all such personnel are qualified and authorized to perform under the state and local laws and governing professional association rules where the employee is employed.

If the contractor fails to submit an SBE progress report on or before the fifteenth (15th) day of each month, this shall constitute a material default and will be sufficient grounds for the airport authority's termination of this agreement.

The airport authority reserves the right to inspect the plants in which work will be produced, examine the equipment and facilities, and determine the ability of the vendor to perform the work in accordance with the requirements.

After approval of the proof, a physical sample may be requested and paid for according to contract terms.

The contractor's failure to meet the certified SBE commitment shall be sufficient cause for the airport authority to terminate this agreement. Breach of the section on records access and auditing constitutes a breach of this agreement sufficient to warrant termination, the imposition of liquidated damages, and debarment.

Responses are due by 12:00 p. m. , MST, Wednesday, August 5, 2026.

Periodic invoices from completed deliveries, not exceeding thirty calendar days from delivery and acceptance. The county is exempt from state or local sales taxes.

Vendors must provide details of equipment warranty and warranty for all associated parts, including claim processes. The warranty shall remain in force for the full period identified by the vendor.

The award will be based on the best evaluative score considering product specifications, training/support plan, warranty, repair services, and pricing. Price is not a factor in the technical review scoring process.

Vendors must have a minimum of five years of experience in business and providing support for similar equipment. They must be a direct supplier and/or approved retailer from the manufacturer, with no third-party vendors or resellers.

Failure to deliver goods within the stated time may result in contract cancellation and charging the vendor for re-procurement costs. Failure to correct deficiencies may lead to default and charges for obtaining another contractor.

The deadline for submitting questions is July 20, 2026, at 10:00 a. m.

Failure to respond in the required format, provide required information, or submit late may deem a submittal nonresponsive. Submitting false information can be grounds for disqualification.

Preliminary report required within 120 days of notice to proceed. Final plans and specifications required within 120 days of notice to proceed.

Consultant must submit a letter of interest and comply with the resolution establishing procedure for selection of architects and engineers. Letter of interest must provide understanding of the project, scope of services, approach, concept, designation of project team and their detailed expertise and experience on similar projects, and accessibility to city staff.

If respondent fails to identify any part of your submission confidential, respondent agrees that said submission is not exempt or confidential and is subject to public access. Should respondent fail to bring an action to enforce respondents rights within seven 7 calendar days of notice, then the requested records will be released.

The estimated construction cost is 10,167,476.

Proposals are due August 12, 2026, at 3:00 PM local time.

Invoices for services shall be submitted by the 10th of the month, and payments shall be made net thirty (30) days.

Proposals will be evaluated and ranked based on firm qualifications, key personnel qualifications, technical approach, capacity and availability, and past performance.

Firms must be qualified professional engineering firms, licensed in the Commonwealth of Virginia, and authorized to transact business in Virginia.

Any offeror who desires to protest the award or proposed award of a contract shall submit such protest in writing to the procurement officer in accordance with Article VIII of the Town's procurement manual.

Violation of the restriction prohibiting contact with town employees, officers, or council members regarding this procurement, other than the designated project contact, may result in disqualification.

The estimated budget is not to exceed $2,500,000 per contract term.
