This is a Sources Sought Request for Information (RFI) for market research purposes only. The U. S. Patent and Trademark Office (USPTO) is seeking information on commercial sources capable of providing comprehensive asset management support services, including extensive use of the ServiceNow platform. The objective is to support the USPTO's asset management program for the next five years, ensuring no interruption in services and leveraging automation and technology. Key activities include inventory support, product categorization maintenance, property custodian administration, surplus/excess maintenance, system functionality and testing, RFID hardware maintenance, archive administration, field technician administration, contractor quality assurance, data quality assurance, financial reconciliation, and standard/custom reporting. Work will be performed at USPTO-controlled facilities, contractor-leased facilities, and remotely upon approval. A quality control program is required. Responses should include contractor name, address, SAM UEI, POC information, FSS/VETS2 GWAC numbers (if applicable), relevant certifications, a tailored capability statement, and past performance information. Questions are due by April 1, 2026, and responses are due by April 9, 2026.
The bid notice requests information about your firm's ability to meet the requirements, including a tailored capability statement and supporting documentation for organizational and staff capability. If subcontracting or teaming arrangements are anticipated, the administrative and management structure of such arrangements should be addressed. Past performance information, including previous awards and a short description of similar services provided, is also requested.
The Statement of Work (SOW) will include conducting a site survey as part of the continuous improvement process.
