Responses are due by August 1, 2026.

The proposer will provide billing invoicing on a monthly basis for tow fees that the city charges through citations for towing services that the proposer cannot collect. The city will provide payment to the proposer for those accumulated fees. The proposer shall collect in-person payments on behalf of parking services when vehicle owner payments such as scoff qualifying amounts are required by the city prior to the vehicle being released back to the owner. The proposer will provide payment by check back to the city for those collected funds on a weekly basis.

Proposers must provide evidence of registration to do business in Vermont and hold all required professional licenses. A certificate of insurance with required endorsements is also necessary.

Bids will be received until 3:00 PM, EST. , July 23, 2026.

Preference will be given by the City of Ashland to the lowest responsible bidder furnishing products made and assembled in the continental United States of America. Where the price of an acceptable American made product is within five percent 5 of a no namerican made product, the bid award will be made to the domestic manufacturer.

Each prospective bidder shall submit with the bid all of the items as stated on the bid form. Failure to provide all of the information can result in the bid being considered as non responsive.

The city of ashland shall have the right to inspect the product at all times and at the completion thereof.

Failure to comply with these regulations could result in rejection of the bid.

Bids are due by 2:00:00 PM CST on August 4, 2026. Vehicles are to be delivered F. O. B. destination to City of Huntsville Fleet Services, **** Johnson Road, Huntsville, AL ****.

The city will render payment on a net 30-day basis after receipt of an invoice, unless alternative terms are authorized in writing.

The bidder shall assume full responsibility for the warranty of all components. The manufacturer's standard warranty shall be furnished. Specific options include a powertrain warranty for 5 years or 100,000 miles with zero deductible.

All bids will be awarded to the lowest responsive and responsible bidder. This determination may involve factors such as price, conformity to specifications, financial ability, previous performance, and other objective factors.

Bidders must be qualified vendors. The city will take reasonable measures to determine bidder capability, business integrity, financial resources, and reliability.

All questions must be submitted in writing by July 30, 2026, at 2:00 PM CST.

Bidders may be disqualified for reasons including failure to use bid forms, lack of signature, unauthorized alteration of bid forms, evidence of collusion, or failure to submit a bid bond if required.

Responses are to be submitted prior to 3:00 pm on Friday, July 31, 2026.

Late responses will not be accepted.
