Interested small business firms shall submit their name, address, and phone number of the firm, and DUNS number. Your company must have a UEI number and be registered online at the System for Award Management (SAM). You will also be required to provide your small business status information either via the RFQ or the online representations and certifications orca also located at the SAM website before an award to your company can be made.

The period of performance for the service contract is anticipated from 06/14/2026 to 06/15/2027.

Payment terms are Net 30 days after government acceptance of a proper invoice, which shall only be submitted after services have been performed. Invoices must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform (IPP).

The contract includes a one-year service agreement for preventive maintenance and unlimited repair. The original purchase in 2023 included four years of post-warranty maintenance, with the final option expiring December 19, 2025.

The government will evaluate offers based on technical capability, past performance, and price. Technical capability and past performance, when combined, are collectively more important than price in determining the best value to the government, although price remains a significant consideration.

The contractor shall have the technical understanding, skill, resources, and training to make all repairs and provide preventative maintenance and repair services. The contractor must demonstrate sufficient technical information to conclusively determine that the offered services meet or exceed the technical requirements. If not the OEM, provide demonstrated and verifiable prior experience providing the same or near same repair and support activities for this OEM equipment, including qualifications of field service engineers/technicians and a verifiable established supply chain with the OEM.

Offerors are afforded the opportunity to inspect the existing instrument and site, at their own expense, prior to the date set for receipt of quotes by contacting the contract specialist/contracting officer to schedule an appointment.

Offerors that fail to complete the required representations and certifications, or reject the terms and conditions of the solicitation may be excluded from consideration.

The bid notice states that the services called for shall be completed within two hundred fifty (250) working days. The contract term is anticipated to begin on or around July 21, 2026, and end on August 31, 2028.

The bid notice states that invoices may not be submitted more frequently than once a month, and payment is net 45 after receipt of invoice and all required backup documentation.

The bid notice states that any required warranty period, if applicable, which exceeds this term shall remain in full force for the duration of the warranty period.

The bid notice states that prohibited communications initiated by a contractor shall be grounds for eliminating the offending contractor from consideration for award. It also states that any violation of lobbying provisions will result in the contractor's immediate disqualification from the selection process.

The total period of performance is estimated to be 18 months from the date of award, including 6 months for delivery, installation, and training.

The estimated value includes a minimum one-year warranty.

Only Protochips, Inc. has been identified as a source that produces a commercial product that meets all of NIST's minimum requirements for an electrochemical liquid TEM holder with heating/cooling.
