The City of Douglasville and the Douglasville Convention and Conference Center Authority are seeking Statements of Qualification and Conceptual Information (SQCP) from experienced developers for a hotel development in downtown Douglasville. The site is located near the conference center and town green. This is a two-step process, with this RFP being the first step to gather qualifications and conceptual visions. Proposals are due electronically by September 21, 2026. Developers are encouraged to visit the site. The city seeks a minimum of 65 rooms and 3,000 sq ft of meeting space, with art integration. Flexible compensation terms and potential low-cost loan funds are available. Evaluation criteria include firm/team experience, overall conceptual vision (impact on downtown, program vision, design, sustainability, wage/employment), and financial viability.
SQCP submittals are due not later than September 21, 2026, at 4:00 PM EDT. All bids must be submitted electronically in 1 PDF file via Bidnet Direct.
The terms of a purchase contract for city-owned property are open to negotiation. The city would consider an upfront purchase, a phased takedown, a ground lease, or a combination thereof.
Proposals will be evaluated based on Firm Team Experience Qualifications (20 points), Overall Conceptual Vision (60 points), and Financial (20 points). The city will select a developer who offers the best combination of quality products and compensation terms.
Developers must submit a Statement of Qualification and Conceptual Information (SQCP) detailing organizational stability, strength, business information, elevations, renderings, financial information, firm/team experience, understanding of project requirements, program, design, construction, transportation, sustainability, and financial capability.
Developers are encouraged to visit the site and generally inspect and familiarize themselves with the proposed hotel site. The exterior of the site is open and available to the public and visits do not need to be scheduled or coordinated.
