Hotel Investment Government Bids & RFPs

Proposal due: July 15, 2026, 9:00 am.

The town also reserves the right to award the contract as it deems will best serve its interest.

The town seeks a qualified consultant to conduct a hotel feasibility study.

The government will evaluate responses, but the determination not to compete is at the government's discretion. Award will be sole source if no advantageous response is received.

Qualified contractors must provide company name, location, contact information, business size, UEI number, specific product details, availability through government contract vehicle or open market, and a capabilities statement not exceeding 5 pages.

Submitting materials with disallowed file extensions (. bat, . cmd, . com, . exe, . pif, . rar, . scr, . vbs, . hta, . cpl, . zip) may result in them not being considered.

The total estimated value will not exceed the simplified acquisition threshold.

The bid must be received in the procurement division prior to 2:00 p. m. on Wednesday, May 13, 2026.

The successful bidder shall submit a properly certified invoice to the county at the prices bid. Invoices will be processed for payment when approved by the appropriate divisions project manager or designee.

Unless otherwise specified, the bidder agrees that the services furnished under this bid shall be covered by the most favorable commercial warranty the bidder gives to any customer for comparable services, and that the rights and remedies provided herein are in addition to and do not limit any rights afforded to the county by any other provision of this bid.

Award will be based on low bid meeting qualifications and specifications. The procurement director shall be the sole judge of what is fair and reasonable.

Vendor must have been in business under the same FEIN number for the past two years. Vendors must possess a Polk County local business tax receipt. Vendor must provide three references from clients for similar projects within the past five years.

Services not delivered as per delivery date in bid and purchase order may result in bidder being found in default, in which event any and all reprocurement costs may be charged against the defaulting vendor. This nonconformance to bid conditions may result in immediate cancellation of the purchase order.

Samples of items, when called for, must be furnished free of expense and may, upon request, be returned at the bidders expense.

Any bidder desiring to file a bid protest, with respect to a recommended award of any bid, shall do so by filing a written protest. The written protest must be in the possession of the procurement division within three 3 working days of the notice of recommended award mailing date.

The estimated budget for this project is $75,****.

The bid notice states that a qualified consulting firm is sought to undertake the study. The qualified consultant shall conduct a comprehensive hotel market and development feasibility study that includes market analysis, site feasibility and development prioritization, market positioning and site attractiveness, and economic impact analysis.
