Completion date is Authority to proceed plus 46 weeks, as agreed to for expedition.

The client agrees to pay the contractor the sum of for the services provided.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 9:00 a. m. central standard time on 7/7/2026.

Oral communications are not acceptable in response to this notice.

Proposals are due no later than 2:00 PM, local time, July 30, 2026.

The agreement states that the city may require up to thirty (30) days to process payment after the date of receipt of invoicing. Payment of undisputed amounts will be made in accordance with the provisions of the agreement.

The proposer shall describe the warranty and maintenance support services proposed for this project to meet the requirements of the scope of work. All system support services available from the proposer's organization including geographic location, number of personnel, hours of availability, response time, and spare parts stock shall be described.

Firms will be evaluated based on their exhibited understanding and familiarity with the project issues as demonstrated by the firms unique perspective and presentation on the proposed strategies, approach, team structure, experience/expertise, and schedule.

Proposals will be considered only from firms or individuals that are firmly established in an appropriate business, who are financially responsible, and who have the resources and ability to offer services in a professional and expedient manner.

Failure to comply with requirements, such as monitoring the Rocky Mountain e-Purchasing System for addenda, may lead to reliance on incomplete information and automatic disqualification from consideration.

A pre-proposal conference is scheduled for July 13, 2026, via Microsoft Teams. Attendance is not mandatory but highly recommended.

The total duration of the contract is 1,280 calendar days after award. The schedule shall be based on a contract award date of September 30, 2026.

Award will be made to the responsible offeror whose offer conforms to the solicitation and represents the best value to the government, price and nonprice factors considered. The tradeoff process is selected.

Offerors must submit a signed Project Labor Agreement (PLA) with their price proposal. Failure to do so will result in the offeror being considered nonresponsive and ineligible for award.

Site visits may be arranged during normal duty hours. Details to be made available via amendment.

All inquiries must be submitted in writing and received by the contract specialist no later than fourteen (14) days prior to the proposal due date.

Offerors that do not include a signed Project Labor Agreement complying with the terms of FAR **** and FAR **** shall be considered nonresponsive and ineligible for award.

The estimated magnitude of construction is between $100,000,000 and $250,000,000.

The project is to be completed no later than August 31, 2028.

Payment from Arvada will traditionally be paid net 15 days but no later than net thirty 30 days. Invoices will accurately reflect actual work completed by contractor.

The responsible bidder with the lowest-priced, most responsive bid who meets the requirements and criteria set forth in the CSB within the limits of funds available and that best serves the City's interest will be selected to receive the award.

The City may make such investigation as it deems necessary to determine the ability of the bidder to perform the work. The City reserves the right to reject any bid if the evidence submitted by, or investigation of, such bidder fails to satisfy the City that such bidder is properly qualified to carry out the obligation of the contract agreement and to complete the work contemplated therein.

A daily charge will be made against the contractor for each calendar day, including free time that any work remains uncompleted after the expiration of contract time. This daily charge, determined by the original contract amount for the project, will be deducted from any money due the contractor. This deduction will be considered liquidated damages, not a penalty.

A pre-bid meeting is scheduled for July 9, 2026, at 1:00 PM MT at Gold Strike Park, **** W 56th Ave, Arvada, CO **** at the existing parking lot accessed off W. 56th Ave.

Contact with the requesting department may result in vendor disqualification. Failure to enter into contract or submit requisite documentation within seven calendar days from the date the contract is executed may result in the bidder being considered in default.
