Proposals must be received by the National Park Service by 4:00 p. m. Central Daylight Time on October 2, 2026.

The NPS will lead a site visit on Wednesday, July 22, 2026. Attendance is not required, but those intending to attend must send an email to ***@***. *. * no later than July 17, 2026, to reserve a spot.

The deadline for receipt of quotes is June 24, 2026, at 11:00 AM Central Time.

Payment will be made monthly by electronic funds transfer (EFT) for actual days worked. Payment could take as long as 45 days after invoice.

Award shall be made to the lowest priced offeror who is determined to be responsible, based on past performance record.

The mill operator shall be proficient in milling operations and associated mechanical equipment. The operator/interpreter must have skill in meeting the public and explaining the mill's operation and history.

Failure to comply with contract specifications may be grounds for termination. Breach of contract or voluntary termination without sufficient cause may jeopardize future contracts.

Offerors are urged and expected to inspect the site where services are to be performed.

Inappropriate conduct or unacceptable actions, such as theft, consumption of alcohol while on duty, discrimination, harassment, or failure to maintain appearance, may be grounds for termination.

Proposals are due by July 10, 2026, at 3:00 PM.

Proposers must achieve the requirements of the specifications, scope of services or scope of work stated herein.

A pre-proposal meeting, which is non-mandatory, will be held on June 25, 2026, at 11:00 AM.

Quotes are due no later than 11:00 AM Central Time on June 16, 2026.

The operator/interpreter must have skill in meeting the public and explaining the mill's operation and history.

Offerors are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of the contract performance.

Inappropriate conduct or unacceptable actions of the miller may be grounds for termination, including theft, consumption of alcohol/drugs while on duty, discrimination, harassment, or recurring complaints from visitors.

The deadline to submit a proposal is June 1, 2026, at 3:00 PM.

Proposals will be evaluated based on a best value framework, including value to the city (30%), value to the community (30%), operational excellence (25%), and vessel utilization/service innovation (15%).

Proposers must be qualified and experienced operators with relevant experience in marine transportation or similar services, and must provide references from comparable projects.

Failure to meet minimum vessel performance standards may be considered noncompliance and subject to penalties as outlined in the RFP.
