The City of Burlington is seeking Statements of Qualifications (SOQ) from qualified General Contractors (GC) to provide preconstruction and general contracting services for the Burlington Main Wastewater Treatment Facility (WWTF) Stage 1 Upgrade using the Construction Manager at Risk (CMAR) method. The project aims to address age-related needs, ensure permit compliance, and accommodate city growth by upgrading various systems including influent pumping, primary clarifiers, aeration tanks, tertiary treatment, and disinfection. The estimated total project cost is $127 million, with an estimated cost for CMAR services of $110 million. A mandatory pre-proposal meeting and site walk will be held on June 16, 2026. SOQs are due by 2:00 PM on July 15, 2026. The selection will be based on a qualifications-based selection process.
The construction phase duration is estimated at 20-24 months. The preconstruction phase is estimated to occur over **** months.
The selection committee will evaluate and rank SOQs based on qualifications of the firm and proposed project team (35 points), relevant project experience (35 points), demonstration of project understanding (25 points), and completeness of submittal (5 points).
Respondents must demonstrate bonding capacity, ability to obtain required insurance, acceptable debarment status, proven safety performance for the last three years, and submit a prequalification of construction contractors application.
A site walk will follow the mandatory preproposal meeting on June 16, 2026.
