The state of Hawaii is soliciting bids for services to update its statewide disaster and emergency behavioral health response plan. The work must be completed by September 30, 2026. The offeror must have a minimum of three years of verifiable experience in emergency preparedness, behavioral health planning, or related services for government agencies. The final project schedule shall be mutually agreed upon by the contractor and the state after contract award. The state will review each deliverable within ten business days and issue written acceptance or comments. Revisions, if required, shall be resubmitted with five business days. The contractor shall submit a tax clearance certificate for final payment on the contract.
