This is a Request for Quotation (RFQ) for maintenance and sustainment support for the Flight Line Entry Control System (FLECS) and Integrated Base Defense Security System (IBDSS) at Joint Base Andrews (JBA). The contract will be for a base year of twelve months plus four twelve-month option years. The contractor shall provide on-site maintenance and sustainment support. Interested offerors must be small businesses certified under NAICS code **** with a size standard of $25 million. Responses are due by 2:30 PM Eastern Standard Time on June 3, 2026, and must be submitted electronically. A mandatory site visit is scheduled for May 12, 2026, at 0930hrs, with specific requirements for visitor access requests. Award will be made on a Lowest Price Technically Acceptable (LPTA) basis. The period of performance for the base year is from 01 Aug 2026 to 31 Jul 2027. Option periods extend performance annually through 31 Jul 2031.
Payment will be made by the government according to the prompt payment act and regulations at 5 CFR part **** are to be submitted electronically via the Wide Area Workflow (WAWF) system.
The contractor warrants and implies that the items delivered under this contract are merchantable and fit for use for the particular purpose described in this contract.
The government will award a contract to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered, on a Lowest Price Technically Acceptable (LPTA) basis.
Offerors must be small businesses certified under NAICS code **** with a size standard of $25 million. They must also be registered in the System for Award Management (SAM) database and submit a capabilities statement demonstrating relevant experience and compliance with specific clauses.
The contract may be canceled, terminated, or suspended in whole or in part, and the contractor or subcontractor may be declared ineligible for further government contracts in the event of noncompliance with certain clauses, such as those addressing discrimination.
A mandatory site visit is scheduled for May 12, 2026, at 0930hrs. Interested offerors must submit a completed visitor access request form at least 72 hours prior to the site visit date. Only two representatives per company are allowed.
