Bids are due July 14, 2026, for printing election cards and ballots for Otsego County. The contract duration is from July 21, 2026, to July 20, 2029, with renewal options. Bidders must be qualified to print various election materials and deliver them within seven calendar days of receiving copy. Specific ballot stock specifications are provided, including compatibility with Hart Verity voting equipment. Vendors must be able to electronically and physically proof and test ballot packages and own a Hart Verity voting system. Deliveries must be made to the Otsego County Board of Elections. A ballot contingency plan is required. Vendors must have proven experience printing Hart InterCivic ballots and be knowledgeable of NYS election law. The vendor awarded the contract must be prepared to print and deliver all materials to the Board of Elections within seven (7) calendar days after copy is furnished. Deliveries must be made directly to the Otsego County Board of Elections at 140 County Highway 33W, Suite 2, Cooperstown, NY ****, during hours of 9:00 AM and 4:00 PM, unless other arrangements are agreed upon.
Payments will be made with the Peoplesoft purchase order, receipts, and vendor's original invoice.
Municipalities require a one-year warranty from the date of acceptance to correct any failure or defect in material and workmanship at no additional cost. If the manufacturer's warranty extends longer, the remaining term will be in effect.
The county reserves the right to reject any or all bids. Bids will be evaluated by Otsego County and the department requiring the goods or services. The award will be made to the lowest responsible bidder.
Vendor must be in full compliance with New York State Election Laws and receive certification from Hart Verity Voting Systems. A minimum of five (5) years of specialized experience printing election materials is required. Three (3) letters of recommendation are also required.
Failure to deliver as guaranteed may result in termination of the contract and disqualification from receiving contracts for at least two years. The municipality will assume no liability for any expense or loss because of such termination.
Samples are required to be furnished by the bidder at the request of Otsego County, at no cost to the municipality. Some samples may be retained for the life of the contract.
