The cost of this contract covers all cost necessary to assure acquisition, delivery of equipment and warranty.

The government is seeking potential qualified sources and their size classification relative to NAICS **** sources should provide company name, address, point of contact, size status (e. g. , SDVOSB, VOSB, HUBZone, WOSB, large business), whether they are considered small under NAICS ****, if they are the manufacturer, distributor, or equivalent, country of manufacture, and if they have an FSS contract with GSA, VA NAC, NASA SEWP, or other federal contract. They must also submit capabilities showing evidence of meeting the requirement and their SAM UEI number.

All quotes are due by 12 PM CT on Monday, July 20, 2026.

Invoices shall be submitted in arrears upon completion of service. No advance payments shall be authorized.

Quotes will undergo a comparative analysis evaluation to determine which vendor provides the best value to the government in terms of technical capability and past performance, while also providing a competitive price.

The quote package should demonstrate the contractor's service approach, provide certifications and licenses, indicate prior experience with gas detection systems testing services, and include a contract manager and alternates.

A site visit can be arranged at Central Arkansas Veterans Healthcare System, **** Fort Roots Dr. , Bldg 69, North Little Rock, AR 72114. The point of contact is Healthcare Engineer Justin Harper at ****.

The final proposal submission deadline is July 31, 2026, at 2:00 PM Eastern Time.

Payment will be made by the code specified in block 18a. Invoices are processed via Wide Area Workflow (WAWF).

The contract will be awarded to the responsible offeror whose proposal conforming to the solicitation will be most advantageous to the government, price and other factors considered. The non-price proposal is considered more important than the price proposal.

Offerors must be registered in the SBA 8(a) program with current eligibility and in the SAM database with a current SAM cage code registration.

Proposals that simply reiterate requirements, generally state capability, or paraphrase the PWS will be considered nonviable. Affirmative exceptions to material terms will render the offer ineligible.

The estimated total value is $15,000,****.

The installation process must be completed within 10 business days after commencement, which begins no later than 30 calendar days after purchase receipt.

Payment is subject to inspection and acceptance of all work performed by the contractor by dorm management.

The entire work must be completed and ready for use not later than 90 days from the date of award.

Progress payments may be requested monthly as work proceeds, with approved requests to be paid within 14 days of submittal. Final payment is due after completion and acceptance of all work.

Quotes will be evaluated using the lowest price, technically acceptable approach. Only the lowest priced quote will be evaluated for technical acceptability.

A responsible quoter must have the ability to comply with the required schedule, a satisfactory record of performance and integrity, a satisfactory safety and environmental record, satisfactory references, and the necessary facilities, equipment, personnel, and financial resources.

Failure to comply with certain clauses, such as antidiscrimination and DEI certification, may be grounds for termination for default.
