The contract shall be awarded to the most responsive, responsible offeror whose proposal is determined in writing to be the most advantageous to the governmental body, taking into consideration price and the other evaluation factors set forth in the RFP. The primary for proposal evaluation is as follows: price 22%, equipment 24%, work force 24%, experience with similar sized/scope agreements 25%.
